Issuing National Technical Regulations on safety for industrial explosive products - Octogen (HMX) explosive
in underground coal mining

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
The Minister of Science and Technology hereby promulgates the regulations on the application of technical standards and regulations for nuclear safety in site selection, design, construction, operation, and decommissioning of nuclear power plants.
Pursuant to Circular No. 23/2007/TT-BKHCN dated September 28, 2007 of the Ministry of Science and Technology guiding the development, review, and issuance of technical standards;
Considering the proposal of the Director of the Industrial Safety and Environmental Protection Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. hereby promulgates with this Circular the "National Technical Regulation on Safety in Underground Coal Mining QCVN 01:2011/BCT".
Article 2. This Circular takes effect from April 1, 2011, and revokes Decision No. 47/2006/QĐ-BCN dated December 26, 2006 of the Minister of Industry (now the Ministry of Industry and Trade) regarding the issuance of the "Technical Safety Regulations in Coal Mines and Metalliferous Mines TCN 14 - 06 - 2006".
Article 3. The Director of the Industrial Safety and Environmental Protection Department, heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.
In the course of implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Industry and Trade for study, revision, and supplementation./.
