Amending and supplementing Circular No. 07/2010/TT-BGTVT dated February 11, 2010 of the Ministry of Transport on the load capacity and width limits of roads; operation of vehicles exceeding load capacity, vehicles exceeding width limits, caterpillar vehicles on roads; transportation of oversized and overweight goods; and limitations on loading goods onto road transport vehicles when participating in road traffic

of highways; operating vehicles exceeding weight limits, oversized vehicles, and tracked vehicles on highways; transporting oversize and overweight cargo;

limiting the loading of goods on road transport vehicles

On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;

Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

The Minister of Transport amends and supplements Circular No. 07/2010/TT-BGTVT dated February 11, 2010 of the Ministry of Transport (referred to as Circular No. 07/2010/TT-BGTVT) on load capacity and width limits of roads; announcement of load capacity and width limits of national highways; operation of vehicles exceeding load capacity, vehicles exceeding width limits, caterpillar vehicles on roads; transportation of oversized and overweight goods; and limitations on loading goods onto road transport vehicles when participating in road traffic as follows:

Article 1. Amend and supplement some articles of Circular No. 07/2010/TT-BGTVT:

1. Point b Clause 2 Article 16 is amended and supplemented as follows:

"b) For tractor-trailer combinations with semi-trailers: - Total number of axles equals three, total weight of the vehicle ≤ 26 tons; - Total number of axles equals four, total weight of the vehicle ≤ 34 tons; - Total number of axles equals five, total weight of the vehicle ≤ 44 tons; - Total number of axles equals six or more, total weight of the vehicle ≤ 48 tons."

2. Clause 3 Article 17 is amended and supplemented as follows:

"3. Special purpose vehicles and container-carrying vehicles: Height of loaded cargo measured from the highest point of the road surface up shall not exceed 4.35 meters;"

3. Point b Clause 3 Article 23 shall be amended and supplemented as follows:

"b) The total weight of the vehicle is less than the maximum permissible weight for road traffic, but the axle load exceeds 1.15 times the maximum permissible axle load for road traffic as stipulated in Clause 1 Article 16 of Circular No. 07/2010/TT-BGTVT."

Article 2. Effectiveness and Implementation

1. This Circular takes effect 45 days from the date of issuance. Points b Clause 2 Article 16, Clause 3 Article 17, and point b Clause 3 Article 23 of Circular No. 07/2010/TT-BGTVT dated February 11, 2010 of the Minister of Transport on "Regulations on load capacity and width limits of roads; announcement of load capacity and width limits of national highways; operation of vehicles exceeding load capacity, vehicles exceeding width limits, caterpillar vehicles on roads; transportation of oversized and overweight goods; and limitations on loading goods onto road transport vehicles when participating in road traffic" are hereby abolished.

2. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Highway Administration, Directors of Provincial Departments of Transport, Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.

3. In the course of implementation, if there are any difficulties, please promptly report them to the Ministry of Transport for further guidance and supplementary instructions.
