CIRCULAR

Issuing National Technical Regulations on State Reserves for Specialized Vehicles, Cars, and Machines

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the State Reserve Law;

Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;

The Minister of Finance promulgates this Circular amending and supplementing Clause 1, Article 15 and the attached forms of Circular No. 86/2013/TT-BTC dated June 27, 2013 of the Ministry of Finance concerning the application of preferential treatment regimes in customs administration for enterprises meeting the required conditions as follows:

Article 1. The National Technical Regulations on State Reserves for Specialized Vehicles, Cars, and Machines are hereby issued along with this Circular.

Article 2. This Circular shall take effect six months from the date of issuance and shall supersede Decision No. 34/2004/QĐ-BTC dated April 14, 2004 of the Minister of Finance regarding the issuance of Storage Regulations for National Reserves of Motorcycles and Cars.

Article 3. The Director of the State Reserve General Department, Heads of relevant agencies, organizations, and individuals involved in the management, importation, exportation, and storage of State Reserves specialized vehicles, cars, and machines are responsible for implementing this Circular.

During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
