Regulations on the Conditions for Operation of Sports Facilities Organizing Competitive Dance Activities

Pursuant to the Law on Physical Education and Sports No. 77/2006/QH11 dated November 29, 2006;
Pursuant to Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Physical Culture and Sports;
Pursuant to Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 69/2008/NĐ-CP dated May 30, 2008 of the Government on policies encouraging socialization in activities within the fields of education, vocational training, health care, culture, sports, and environment;
The Ministry of Culture, Sports and Tourism hereby stipulates the professional conditions for operation of sports facilities organizing competitive dance activities as follows:
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular details the conditions regarding infrastructure, equipment, and professional staff of sports facilities organizing competitive dance activities. Competitive dance is an athletic activity performed to music, including standardized artistic dances that demonstrate flexibility, balance, speed, and musicality of the dancers.
Article 2. Applicability
This Circular applies to organizations and individuals organizing competitive dance activities in Vietnam.
Article 3. Other Provisions
1. A sports facility organizing competitive dance activities that is a business entity must obtain a certificate of compliance with operating conditions according to the procedures specified in Article 55 of the Law on Physical Culture and Sports when conducting such activities.
2. A sports facility organizing high-performance competitive dance training and competition activities must meet the conditions stipulated in Article 43 of the Law on Physical Culture and Sports and the competition regulations.
Chapter II
SPECIFIC PROVISIONS
Article 4. Conditions Regarding Infrastructure
1. Size:
a) A dance floor made of wood with dimensions of at least 8m x 11m;
b) The distance from the floor to the ceiling must be at least 3m.
2. Conditions concerning space, sound, and lighting:
a) The dance floor must ensure a well-ventilated space.
b) The sound system must provide quality sound with intensity ranging from 90 dBA to 120 dBA;
c) There must be a lighting system with illumination of at least 150Lux.
3. The density of training on the floor must ensure at least 2 square meters per person.
4. Compliance with regulations on operating hours, security, hygiene, environmental protection, labor safety, and fire prevention must be ensured.
3. There must be equipment serving the arbitration team of the competition including: walkie-talkies, flags, whistles, clocks, time boards, loudspeakers, starting tapes, finishing tapes, safety testing equipment, measuring tools for the size and weight of competition vehicles.
1. There must be shower rooms, toilet facilities, lockers for clothing, and first aid cabinets available for those participating in training.
2. Seating and mirrors must be provided. The number and size should be appropriate to the scale and location of the training.
3. There must be a bulletin board displaying rules governing training hours, prohibiting smoking and drinking alcohol during training.
Article 6. Conditions Regarding Specialized Staff
1. Sports facilities organizing competitive dance activities must have professional instructors meeting the standards set forth in Point 1, Section I of Circular No. 05/2007/TT-UBTDTT dated July 20, 2007 of the State Committee for Physical Culture and Sports guiding the implementation of certain provisions of Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Physical Culture and Sports.
2. Each professional instructor may not guide more than 35 people in one hour of training.
Chapter III
IMPLEMENTATION
Article 7. Responsibilities of management agencies
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. Departments of Culture, Sports and Tourism of provinces and centrally-administered cities are responsible for implementing this Circular; inspecting and handling organizations and individuals organizing competitive dance activities that violate the professional operating conditions within their jurisdiction.
Article 8. Effective Date
This Circular shall take effect 45 days from the date of publication in the Official Gazette.
During implementation, if any issues arise, organizations and individuals are advised to promptly report them to the Ministry of Culture, Sports and Tourism for timely resolution./.
