Decision No. 03/2013/QD-TTg amends and supplements certain articles of Decision No. 51/2011/QD-TTg regarding energy efficiency labeling and applying minimum energy performance standards for household and industrial equipment. The new provisions take effect from 2013.

Pursuant to Decision No. 51/2011/QĐ-TTg dated September 12, 2011 of the Prime Minister on the list of equipment and devices required to be labeled with energy efficiency labels, applying minimum energy performance standards and implementation timelines;
The Prime Minister issues this Decision amending and supplementing certain provisions of Decision No. 51/2011/QĐ-TTg dated September 12, 2011 of the Prime Minister on the list of equipment and devices required to be labeled with energy efficiency labels, applying minimum energy performance standards and implementation timelines,

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Rational and Efficient Energy Use dated June 28, 2010;
Pursuant to Decree No. 21/2011/NĐ-CP dated March 29, 2011 of the Government detailing and providing implementation measures for the Law on Rational and Efficient Energy Use;
Article 1. Amending and supplementing certain provisions of Decision No. 51/2011/QĐ-TTg dated September 12, 2011 of the Prime Minister on the list of equipment and devices required to be labeled with energy efficiency labels, applying minimum energy performance standards and implementation timelines as follows:
At the proposal of the Minister of Industry and Trade;
1. Amending and supplementing Point b Clause 1 Article 2 as follows:
"b) Mandatory energy label application:
- From July 1, 2013 for household appliances: Straight fluorescent lamps, compact fluorescent lamps, ballasts for fluorescent lamps (electronic and electromagnetic), air conditioners, front-loading washing machines for home use, rice cookers, electric fans;
- From January 1, 2014 for household appliances: Refrigerators, top-loading washing machines, television sets;
- From July 1, 2013 for industrial equipment: Three-phase distribution transformers, electric motors."
2. Amending Clause 1 Article 3 as follows:
"1. For household appliances:
As of January 1, 2015, it is not permitted to import or produce equipment with energy efficiency lower than the minimum energy performance standard."
1. This Decision takes effect from January 15, 2013.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities; Heads of agencies, units, organizations and individuals concerned are responsible for implementing this Decision./.
Article 2. Effective Date
1. This Decision shall take effect from January 15, 2013.
2. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities; Heads of agencies, units, organizations, and related individuals are responsible for implementing this Decision./.
