Pursuant to Decree No. 35/2013/2013/ND-CPgdated April 22, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

WHEREAS EDUCATION Decision No. 504/QĐ-TTg dated April 21, 2010 of the Prime Minister approving the National Program to Address Consequences of Explosive Remnants of War in Vietnam for the period 2010-2025;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."Decision No. 319/QĐ-TTg dated March 4, 20

Code: QTKĐ 05:2016/BQP.on THIS CIRCULAR SHALL TAKE EFFECT FROM OCTOBER 15, 2016. is agencies and organizations registered to participate in the System with one or more roles as follows:The Minister of National Defense stipulates the functions, tasks, powers, and working relationships of the National Unexploded Ordnance Action Center of Vietnam.priority The National Unexploded Ordnance Action Center of Vietnam is an organization under the direction of the Prime Minister, directly managed by the Ministry of National Defense; it has legal personality, its own seal and separate account; it operates with state budget, defense budget, and other sources of funding; it may open accounts at the State Treasury and banks in accordance with the law.

Minister of theina) Advising the Prime Minister, the Ministry of National Defense, and the Office of the Steering Committee for the National Program to Address Consequences of Explosive Remnants of War in Vietnam (hereinafter referred to as the Steering Committee 504) in leading and directing the implementation of the National Program to Address Consequences of Explosive Remnants of War in Vietnam (hereinafter referred to as the Program 504).ab) Coordinating activities of the Program 504.am shall be used.

Article 1. Position and Functions

1. Position

1. Taking the lead and coordinating with relevant agencies to study and propose mechanisms, policies, long-term, medium-term, and short-term programs and plans on addressing consequences of explosive remnants of war in Vietnam.

2. Functions

2. Taking the lead and coordinating with ministries, sectors, and localities to implement the Program 504's plan; managing, monitoring, summarizing the implementation of the plan, and reporting according to regulations.

3. Participating with relevant agencies in drafting and submitting to competent authorities for issuance legislative acts and administrative military documents related to addressing consequences of explosive remnants of war.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

4. Advising the Head of the Office and taking the lead in implementing international cooperation activities, fundraising at the national level in the field of addressing consequences of explosive remnants of war in Vietnam.

5. Taking the lead in organizing capacity-building activities for forces participating in addressing consequences of explosive remnants of war; advising the Prime Minister on prioritization and coordination in implementing demining projects, victim assistance, awareness raising, education on avoiding accidents caused by explosive remnants of war, and other tasks under the Program 504.

6. Taking the lead in building and managing a nationwide database on addressing consequences of explosive remnants of war; proposing the establishment of standards and specifications; managing and organizing the implementation of monitoring and evaluating the quality of Program 504's results. Participating in scientific research activities related to the Program 504's tasks.

7. Coordinating and guiding domestic and foreign organizations and individuals in activities related to addressing consequences of explosive remnants of war.

8. Managing, maintaining, and developing the Program 504's electronic information website in accordance with the law.

9. Recruiting, managing civilian staff, experts, and non-military collaborators in accordance with the law and regulations of the Ministry of National Defense.

10. Managing finances and assets allocated in accordance with the law. Organizing the receipt, management, and use of international aid and other approved funds in accordance with state and Ministry of National Defense regulations.

11. Implementing summary and final report systems and recommending commendations and disciplinary actions for organizations and individuals involved in addressing consequences of explosive remnants of war in Vietnam.

12. Building a comprehensive strong unit and performing other tasks and powers assigned by competent authorities.

10. Manage finances and assets in accordance with the provisions of the law. Organize the receipt, management, and use of international aid sources and other funding approved by competent authorities in compliance with state regulations and the Ministry of National Defense.

11. Implement reporting systems for interim and final reviews, and propose commendations and disciplinary actions for organizations and individuals involved in post-war unexploded ordnance clearance work in Vietnam.

12. Build a comprehensive strong unit and carry out other tasks and powers assigned by competent authorities.

Article 3. Work Relationships

1. The relationship between the National Mine Action Center of Vietnam and the Prime Minister - Chairman of the Steering Board 504 is a relationship of obedience to leadership and direction.

2. The relationship between the National Mine Action Center of Vietnam and the Minister of Defense and the Head of the Permanent Office of the Steering Board 504 is a relationship of obedience to leadership and direction, command.

3. The relationship between the National Mine Action Center of Vietnam and the Engineering Corps Commander is a relationship of obedience to command and administrative-military guidance.

4. The relationship between the National Mine Action Center of Vietnam and agencies and units within the Military is a relationship of coordination, cooperation, and compliance with professional guidance, inspection, and supervision according to assigned functions and tasks.

5. The relationship between the National Mine Action Center of Vietnam and Ministries, ministerial-level agencies, and government agencies is a relationship of compliance with professional guidance; coordination and cooperation in implementing activities to address the aftermath of war-related mines and other work aspects according to assigned functions and tasks within their respective sectors and fields.

6. The relationship between the National Mine Action Center of Vietnam and localities, domestic and international organizations is a relationship of coordination, cooperation, and collaboration in implementing activities to address the aftermath of war-related mines.

Article 4. Effective date

This Circular takes effect from March 1, 2016; all previous regulations contrary to this Circular are abolished.

Article 5. Responsibility for Implementation

The Chief of General Staff, the Head of the Permanent Office of the Steering Board 504, the Director of the National Mine Action Center of Vietnam, and Commanders of related agencies and units are responsible for implementing this Circular./.
