CIRCULAR
Regulations on uniformsfor civil servants performing regular citizen reception duties at Citizen Reception Offices Pursuant to the Law on Citizen Reception dated November 25, 2013;

Based on the Inspection Law dated November 15, 2010;
Pursuant to Decree No. 64/2014/NĐ-CP dated June 26, 2014 of the Government detailing implementation of certain provisions of the Law on Citizen Reception;
Based on Decree No. 83/2012/NĐ-CP dated October 9, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;
Considering the proposal of the Director-General - Head of the Central Citizen Reception Board;
After obtaining the consensus of the Ministry of Finance, the General Inspectorate of Vietnam issues this Circular regulating uniforms for civil servants performing regular citizen reception duties at Citizen Reception Offices.
This Circular regulates management, distribution, use, color, material, and specifications of uniforms for those performing regular citizen reception duties at Citizen Reception Offices as stipulated in Point c, Clause 1, Article 19 of Decree No. 64/2014/NĐ-CP dated June 26, 2014 of the Government detailing implementation of certain provisions of the Law on Citizen Reception (hereinafter referred to as Decree No. 64/2014/NĐ-CP).
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
1. The recipients of uniforms are civil servants performing regular citizen reception duties at the Central Citizen Reception Office, provincial Citizen Reception Offices, and district Citizen Reception Offices, including the Citizen Reception Boards and representatives of relevant agencies and organizations as stipulated in Points a, b, and c, Clause 1, Article 12 of Decree No. 64/2014/NĐ-CP dated June 26, 2014.
Article 2. Applicability
2. For agencies, organizations, and units that already have their own uniforms, civil servants performing regular citizen reception duties shall use their respective departmental uniforms and will not be issued uniforms under this Circular.
Article 3. On Uniforms
Chapter II
SPECIFIC PROVISIONS
The uniforms prescribed in this Circular include: winter clothing, overcoat, long-sleeved shirt, spring-summer trousers, short-sleeved spring-summer jacket, long-sleeved spring-summer jacket, leather belt, leather shoes, backless sandals, socks, tie, raincoat, file case. It is encouraged and prioritized to use domestically produced raw materials for manufacturing uniforms.
Article 4. Specifications and Colors of Male Uniforms
a) Color: black
1. Overcoat
b) Material: wool fabric
c) Style: collar with two lapels folded, waistband, metal buttons, one row of three black buttons, shoulder straps and sleeves sewn, each side of the chest has a pocket with a trim. The front has two box pockets, the back has separate shoulders, stitched back seam with a slit. Collar and placket are stiffened with mesh, fully lined, length above knee.
2. Winter Jacket
b) Material: Gucci, Casimer fabric

c) Style: vest style, collar with two lapels folded, two-button closure. Front has one breast pocket on the left chest and two box pockets with round flaps, round hem; back has stitched back seam with a slit. Collar is stiffened with mesh, fully lined, with shoulder pads.
3. Winter Trousers, Spring-Summer Trousers
c) Style: European-style trousers with separate waistband, diagonal side pockets. Front has one pleat on each side, back has one rear pocket with a button flap. Zipper fly, six belt loops, front tab with one hook and one hidden button, hem turned up.

c) Style: vest style, collar with two lapels folded, two-button closure. Front has one breast pocket on the left chest and two box pockets with round flaps, round hem; back has stitched back seam with a slit. Collar is stiffened with mesh, fully lined, with shoulder pads.
4. Long-Sleeved Shirt

b) Material: American Lon, American Kate fabric
c) Style: collared shirt with button-down collar. Front has one row of six white plastic buttons, one breast pocket; back has separate shoulders, one pleat on each side. Long sleeves with cuffs, two pleats on sleeve cuffs, cuff buttons, hem slightly curved.
5. Short-Sleeved Spring-Summer Jacket
c) Style: collared shirt with light black collar, left chest has one patch pocket, light black collar trim on shoulders, one row of six light black plastic buttons, light black collar trim on button placket. Back has separate shoulders, one pleat on each side. Short sleeves with light black collar cuff buttons, hem slightly curved.

c) Style: smooth toe, five pairs of eyelets for decorative laces, padded sole for comfort, textured sole for anti-slip.

8. Backstrap Sandals
b) Material: cowhide Boxcal with uniform thickness and gloss. Leather sole made from natural colored leather, tough and flexible, not brittle; rubber sole made from synthetic thermoplastic rubber (TPR), black color, heel made from ABS plastic.
c) Style: strap across, 3 cm high heel, with a clip

Article 5. Specifications and color of female uniforms
1. Overcoat
b) Material: wool fabric
c) Style: collar with two lapels folded, waistband, metal buttons, one row of three black buttons, shoulder straps and sleeves sewn, each side of the chest has a pocket with a trim. The front has two box pockets, the back has separate shoulders, stitched back seam with a slit. Collar and placket are stiffened with mesh, fully lined, length above knee.
c) Style: collar style K with two turned-down points, belt at waist, metal zipper, three black buttons on one row, shoulder straps and sleeves sewn on. The front body has a cut-out neckline, two box pockets with lids underneath; the back body has separate shoulders, back seam sewn up, with a slit at the back. The collar and placket are stiffened with interfacing, fully lined, and have shoulder pads. The length of the garment extends above the knee.

c) Style: European-style pants with detachable waistband, two diagonal side pockets, front body with one pleat on each side towards the vertical direction of the pants; back body with two fake patch pockets on each side. Pants zipper made of plastic; waistband with one hook and one hidden plastic button.
4. Skirt

6. Short-sleeved spring and summer shirt

b) Style: collared shirt, light gray-blue collar color. Front chest with six light gray-blue plastic buttons in a row, waist pleat, light gray-blue trim on both shoulders, light gray-blue placket. Short sleeves with cuffs, sleeve cuffs folded back with a V-shaped slit, slightly curved hem.
7. Long-sleeved spring and summer shirt

b) Style: collared shirt, light gray-blue collar color. Front chest with six light gray-blue plastic buttons in a row, light gray-blue trim on both shoulders, waist pleat. Long sleeves with cuffs, sleeve cuffs folded back with two pleats (one on each side), slightly curved hem.
8. Leather shoes
b) Material: cowhide Boxcal with uniform thickness and gloss. Leather sole made from natural colored leather, tough and flexible, not brittle; rubber sole made from synthetic thermoplastic rubber (TPR), black color, heel made from ABS plastic.
b) Material: uniform thickness and gloss bovine leather. Smooth, soft inner sole, uniform thickness; outer sole made of natural colored leather, firm, flexible, not brittle, synthetic rubber (TPR) outsole molded in black color, heel made of ABS plastic.
c) Style: smooth toe; four pairs of eyelets for decorative laces, padded midsole for comfort, textured outsole for anti-slip. Outsole heel height 5 cm.
9. Backstrap sandals
b) Material: cowhide Boxcal with uniform thickness and gloss. Leather sole made from natural colored leather, tough and flexible, not brittle; rubber sole made from synthetic thermoplastic rubber (TPR), black color, heel made from ABS plastic.
b) Material: Nappa leather; thickness from 1.2 mm to 1.4 mm

Article 6. Other uniforms commonly equipped for both men and women
1. Raincoat
b) Material: wool fabric
b) Material: polyester fabric coated with plastic; thickness: 0.2 mm.
c) Style: wide poncho raincoat, front with a transparent nylon layer, water drainage holes; back with air vent holes; nylon-lined sleeves, collar fastened with buttons.
2. Necktie
b) Material: wool fabric
c) Style: vest style, collar with two lapels folded, two-button closure. Front has one breast pocket on the left chest and two box pockets with round flaps, round hem; back has stitched back seam with a slit. Collar is stiffened with mesh, fully lined, with shoulder pads.
c) Style: medium-sized tie with pre-tied knot, zipper closure, automatic lock mechanism.
3. Socks

b) Material: blended synthetic fibers (40% cotton, 23% acrylic, 37% spandex)
c) Style: ripstop and single weave; men's ankle-high socks, women's low-cut socks above the ankle.
4. Leather Belt
a) Material: synthetic leather; stainless steel components.
b) Style: surface with embossed star, edge with engraved abbreviated word "TD"; ratchet-type adjustable belt.
5. Document case
b) Material: cowhide Boxcal with uniform thickness and gloss. Leather sole made from natural colored leather, tough and flexible, not brittle; rubber sole made from synthetic thermoplastic rubber (TPR), black color, heel made from ABS plastic.

c) Style: rectangular shape, with carrying handle and shoulder strap, zipper closure with five-tooth brass slider.
Article 7. Period for wearing citizen reception uniforms:
1. Spring-Summer uniform: to be used from April 16 to October 15 each year; Autumn-Winter uniform: to be used from October 16 of the previous year to April 15 of the following year.
Based on the actual weather conditions at each locality, the Citizen Reception Office shall unify the period for wearing spring-summer and autumn-winter uniforms which may be earlier or later than the above regulations.
2. The autumn-winter uniform is mainly applied regularly during the autumn and winter seasons for agencies and units in northern provinces and cities, and some central and southern provinces and cities with cold climates.

Article 9. Principles for issuing and using uniforms.
1. The issuance and use of uniforms must be in accordance with their intended purpose, target group, and prescribed service life. Agencies and units shall maintain records to track the issuance, management, and use of uniforms down to each officer and civil servant to ensure accuracy.
2. Officers and civil servants who regularly perform citizen reception duties at the Citizen Reception Office shall be issued uniforms for use when performing official duties and are responsible for maintaining and preserving the uniforms according to regulations.
In cases where issued uniforms are damaged or lost due to objective reasons, they will be replaced. If uniforms are damaged or lost not due to objective reasons, individuals must replace them themselves, ensuring they meet the uniform requirements for official duties.
3. For southern provinces and cities, depending on specific conditions and within the budget allocated for uniform procurement, heads of agencies and units may consider deciding to convert mackintosh coats into spring-summer clothing suitable for local weather conditions.
4. In cases where officers and civil servants retire, are unable to work due to health reasons, or transfer to other positions before their uniforms have reached the end of their service life, there is no need to recover them; if uniforms have reached the end of their service life but have not been issued, they will not be issued again.
5. Based on specific conditions, heads of agencies and units may consider deciding to procure uniforms for officers and civil servants regularly performing citizen reception duties at the Citizen Reception Office or provide funds for individual procurement according to the prescribed standards, forms, colors, and styles of uniforms.
ChapterIII
IMPLEMENTING PROVISIONS
Article 10. Effective Date
This Circular takes effect from February 15, 2017.
Article 11. Responsibility for Implementation
1. Budget preparation, management, and settlement of costs for procuring uniforms for officers and civil servants performing citizen reception duties shall be carried out in accordance with current state regulations. The cost of providing uniforms is guaranteed by the state budget according to the budget hierarchy. The allocation of funds for procuring uniforms for officers and civil servants performing citizen reception duties who are part of the payroll of a particular agency or unit shall be the responsibility of that agency or unit.
2. During implementation, if any issues arise or difficulties occur, agencies, organizations, units, and individuals are advised to promptly report to the Government Inspectorate for study and adjustment as appropriate./.
