REGULATIONS ON THE PRINCIPLES OF ADMINISTERING QUOTA IMPORT DUTIES
FOR IMPORTED SALT AND EGG PRODUCTS IN 2018
BASED ON Decree No. 98/2017/NĐ-CP dated August 18, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade,
BASED ON Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Commerce regarding international trade activities and agency purchase, sale, processing, and transshipment of goods with foreign countries;8 months 8 years 2017 of the Government prescribes the functions, tasks, powers, and organizational structure of the Ministry of Public Security87/2013/NĐ-CP dated November 20- Central Party offices and Party committees;

Quantity of Quota Import Duties for 2018The allocation of quota import duties for salt and egg products shall be carried out in accordance with Circular No. 04/2014/TT-BCT dated January 27, 2014 of the Minister of Industry and Trade detailing certain provisions of Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Commerce regarding international trade activities and agency purchase, sale, processing, and transshipment of goods with foreign countries until such regulatory legal documents guiding the Law on Foreign Trade Management replace the aforementioned documents and come into effect.
The time of allocation of quota import duties for salt shall be implemented according to the proposal of the Ministry of Agriculture and Rural Development to avoid affecting the domestic consumption of salt produced in Vietnam.

ARTICLE 2. PRINCIPLES OF ADMINISTRATION
1. Principles of Allocating Import Quota Duties
This Circular takes effect from May 14, 2018 until December 31, 2018.
2. Recipients of Import Quota Duties Allocation
SALT: THE QUOTA DUTY IMPORT LICENSE FOR SALT SHALL BE ALLOCATED TO TRADERS WHO DIRECTLY USE IT AS RAW MATERIAL FOR CHEMICAL PRODUCTION AND FOR MEDICINE AND HEALTHCARE PRODUCT PRODUCTION.
POULTRY EGGS: THE QUOTA DUTY IMPORT LICENSE FOR POULTRY EGGS SHALL BE ALLOCATED TO TRADERS WHO HAVE A BUSINESS REGISTRATION CERTIFICATE OR ENTERPRISE REGISTRATION CERTIFICATE AND HAVE IMPORT REQUIREMENTS.
3. Time of Allocation of Import Quota Duties for Salt
The timing of the allocation of import tariff quotas for salt shall be carried out according to the proposal of the Ministry of Agriculture and Rural Development so as not to affect the domestic consumption of domestically produced salt.
Article 3. Effectiveness
This Circular takes effect from May 14, 2018 until December 31, 2018.
