Issuing the Statistical Indicators System for the Science and Technology Sector and Allocation of Responsibilities for Collecting and Compiling National Statistical Indicators on Science and Technology

At the proposal of the Director of the National Science and Technology Information Center and the Head of the Legal Department;

The Minister of Science and Technology issues this Circular stipulating the Statistical Indicators System for the Science and Technology Sector and Allocation of Responsibilities for Collecting and Compiling National Statistical Indicators on Science and Technology.on of science and technology.

Article 1. Scope of Regulation

This Circular stipulates the Statistical Indicators System for the Science and Technology Sector and Allocation of Responsibilities for Collecting and Compiling National Statistical Indicators on Science and Technology.

Article 2. Applicability

This Circular applies to agencies and organizations performing statistical work in the science and technology sector and other relevant agencies, organizations, and individuals.

Article 3. Statistical Indicator System for the Science and Technology Sector

1. The Statistical Indicator System for the Science and Technology Sector is a collection of statistical indicators reflecting the main situation and results of scientific and technological activities in the country; serving as a basis for evaluating, forecasting situations, formulating strategies, policies, and developing plans for scientific and technological development at different periods; meeting the need for statistical information on science and technology of organizations and individuals.

2. The Statistical Indicator System for the Science and Technology Sector includes:

a) The list of statistical indicators for the science and technology sector as specified in Appendix I attached hereto;

b) The content of statistical indicators for the science and technology sector as specified in Appendix II attached hereto.

Article 4. Organization of Implementation

1. Responsibilities of units under the Ministry of Science and Technology:

a) The National Science and Technology Information Center shall take the lead and coordinate with related units under the Ministry to organize the establishment of reporting systems for statistical work in the science and technology sector, science and technology survey programs outside the national survey program, submit them to the Minister for approval; compile information on national statistical indicators on science and technology as specified in Appendix III attached hereto and statistical indicators for the science and technology sector as specified in Appendix II attached hereto, submit them to the competent authority for publication; monitor, guide, and report on the implementation of this Circular.

b) Units under the Ministry of Science and Technology shall be responsible for collecting and compiling national statistical indicators on science and technology according to the allocation in Appendix III attached hereto and statistical indicators for the science and technology sector as specified in Appendix II attached hereto; send the collected statistical information to the National Science and Technology Information Center for compilation.

2. Agencies and units under ministries, ministerial-level agencies, and government agencies assigned the task of statistical work in the science and technology sector shall organize the collection and compilation of statistical information on science and technology based on statistical indicators on science and technology in the national statistical indicator system and the Statistical Indicator System for the Science and Technology Sector; send the collected statistical information to the National Science and Technology Information Center under the Ministry of Science and Technology for compilation.

3. Provincial Departments of Science and Technology shall be responsible for collecting and compiling statistical information on science and technology in their respective areas and providing it to units under the Ministry of Science and Technology assigned the responsibility for collecting statistical information on science and technology.

4. Scientific and technological organizations, enterprises, and related organizations shall be responsible for cooperating in providing information to serve the calculation of statistical indicators on science and technology.

Article 5. Effective Date

1. This Circular takes effect from July 1, 2018.

2. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new regulations.

3. Circular No. 14/2015/TT-BKHCN dated August 19, 2015 of the Minister of Science and Technology regarding the Statistical Indicator System for the Science and Technology Sector shall cease to be effective from the date this Circular takes effect.

4. In the course of implementation, if difficulties arise, they should be reported to the Ministry of Science and Technology for consideration and appropriate amendments and supplements./.
