CIRCULAR
Regulations on infrastructure, equipment

and training specialized staff for Swimming and Diving

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities;

The Minister of Culture, Sports and Tourism issues this Circular regulating

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism promulgates this Circularprescribing facilities, equipment, and training specialized staff for for Swimming and Diving.

Article 1. Scope of Regulation

Article 1. This Circular prescribes facilities, equipment, and training specialized staff to meet the requirements for practicing and competing in Swimming and Diving.

Article 2. Standards for facilities and equipment for high-performance sports training and competition in Swimming and Diving shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.

Article 2. Applicability

This Circular applies to organizations and individuals organizing training, competition, and specialized staff training for Swimming and Diving in Vietnam.

Chapter 3. Infrastructure and Equipment for Training

1. Swimming pool:

a) Dimensions: The swimming pool must have dimensions not smaller than 6m x 12m or equivalent area;

b) Bottom slope: The bottom of the pool must have a uniform slope without sharp bends, with depth differences not exceeding 1 meter for pools longer than 25 meters or not exceeding 0.5 meters for pools shorter than 25 meters;

c) Pool walls and bottom surface must be smooth, easy to clean.

2. Starting blocks may only be installed in pools with a minimum depth of 1.35 meters.

3. Changing rooms, shower areas, and toilet facilities must be provided; floors in these areas and around the pool must be flat, free from standing water, and non-slippery.

4. Foot washing area must be located before participants enter the pool.

5. There must be a functioning sound system.

6. Lighting must ensure a minimum brightness of 300 Lux at all points on the pool surface.

7. Floating ropes must be stretched to divide the pool areas.

8. Rescue equipment:

a) Rescue poles must be placed on the pool edge at convenient positions for observation and use, with a length of 2.5 meters, painted red and white. Each pool must have at least six rescue poles;

b) Lifebuoys must be placed on the pool edge at convenient positions for use. Each pool must have at least six lifebuoys;

c) Rescue chairs must be placed on the pool edge at convenient positions for observation by rescue personnel, with a height of at least 1.5 meters above the pool surface.

9. Signage and rules boards:

a) Signage and rules boards must be placed in various directions and positions, easily readable and observable;

b) The rules board must include main contents such as training hours, safety measures, prohibited participants, and other regulations;

c) Warning signs for non-swimmers' areas (depth up to 1 meter); swimmers' areas and diving prohibition zones (depth less than 1.4 meters).

Chapter 4. Infrastructure and Equipment for Competition

Article 4. Implementation of Articles 1, 2, 3, 4, 5, 6, and 7 of this Circular.

2. There must be lanes at least 2 meters wide, separated by floating ropes reducing waves.

Article 5. Training density, guidance, and rescue

1. Training density must ensure at least 1 person per 1 square meter in shallow water areas (depth under 1 meter) or 1 person per 2 square meters in deep water areas (depth from 1 meter upwards).

2. Each instructor can guide no more than 30 people or no more than 20 children under 10 years old in one session.

3. There must be permanent rescue personnel when there are participants training or competing. The number of rescue personnel must ensure at least 1 person per 200 square meters of pool surface, or at least 1 person per 50 swimmers during peak times.

Article 6. Training specialized staff

1. The General Department of Sports, the Vietnam Water Sports Association, or the Provincial Departments of Culture, Sports and Tourism organize specialized training for instructors and rescue personnel in Swimming and Diving.

2. The General Department of Sports is responsible for developing the content and program for specialized training for instructors and rescue personnel, to be submitted to the Minister of Culture, Sports and Tourism for approval.

Article 7. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Cultural, Sports and Tourism Inspection Authority shall conduct inspections and handle violations of this Circular within its authority.

3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.

Article 8. Effective Date

3. Certificates of completion of specialized training are issued by the training organization. The certificate format is specified in Appendices 1 and 2 accompanying this Circular.

Article 7. Effective date

During implementation, if any difficulties arise, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for research and resolution./.
