on implementing policies to support agricultural insurance

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Insurance Business dated December 9, 2000; the Law Amending and Supplementing Certain Provisions of the Law on Insurance Business dated November 24, 2010;

Pursuant to the Law amending and supplementing certain articles of the Law on Insurance Business and the Law on Intellectual Property dated June 14, 2019;

Pursuant to Resolution No. 32/2016/QH14 dated November 23, 2016 of the National Assembly on continuing to enhance capacity and effectiveness in implementing the national target program for new rural development in conjunction with restructuring the agricultural sector;

Pursuant to Resolution No. 122/2020/QH14 dated June 19, 2020 of the National Assembly at its 9th session, 14th term;

Pursuant to Decree No. 58/2018/NĐ-CP dated April 18, 2018 of the Government on Agricultural Insurance;

At the proposal of the Minister of Finance and the Minister of Agriculture and Rural Development;

The Prime Minister issues this Decision amending and supplementing certain articles of Decision No. 22/2019/QĐ-TTg dated June 26, 2019 of the Prime Minister on implementing policies to support agricultural insurance.

Article 1. Amending and supplementing certain articles of Decision No. 22/2019/QĐ-TTg dated June 26, 2019 of the Prime Minister on implementing policies to support agricultural insurance:

1. Clause 1 of Article 4 shall be amended and supplemented as follows:

"1. Individuals engaged in agricultural production who fall under the category of poor households or near-poor households as defined by the law on multidimensional poverty standards applicable from 2021 to 2025: Support 90% of the agricultural insurance premium."

2. Article 7 shall be amended and supplemented as follows:

"Article 7. Time period for implementing support for agricultural insurance premiums

The time period for implementing support for agricultural insurance premiums runs from the date Decision No. 22/2019/QĐ-TTg takes effect until December 31, 2021."

3. Clause 2 of Article 9 shall be amended and supplemented as follows:

"2. The Ministry of Finance shall take the lead and coordinate with relevant agencies to conduct a review, evaluation, and propose the drafting of a decision for the post-2021 phase."

Article 2. Effective Date

1. This Decision takes effect from the date of signing.

2. The Minister of Finance, the Minister of Agriculture and Rural Development, the Heads of ministerial-level agencies, the Heads of government-affiliated agencies, and the Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decision.
