Detailed regulations on the list and periodic rotation of job positions
at the Government Inspectorate and in the field of inspection,
receiving citizens, handling complaints and denunciations, preventing and combating corruption
at local administrative levels
Pursuant to the Law on Prevention and Control of Corruption dated November 20, 2018;
Pursuant to Decree No. 59/2019/NĐ-CP dated July 1, 2019 of the Government detailing certain provisions and measures for implementing the Law on Prevention and Combating Corruption; 7 The Government Inspector General issues this Circular detailing the list and periodic rotation of job positions at the Government Inspectorate and in the field of inspection, receiving citizens, handling complaints and denunciations, preventing and combating corruption at local administrative levels.
Pursuant to Decree No. 50/2018/NĐ-CP dated April 9, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;
At the proposal of the Director of the Personnel Department and the Director of the Legal Department;
1. This Circular details the list and periodic rotation of job positions at the Government Inspectorate and in the field of inspection, receiving citizens, handling complaints and denunciations, preventing and combating corruption at local administrative levels.
Article 1. Scope of Regulation and Applicability
a) The Government Inspectorate and its subordinate units;

c) Department inspectors;
d) Citizen Reception Committees at provincial and district levels.
Article 2. List of periodic rotation of job positions at the Government Inspectorate
1. Positions related to inspection work.
2. Positions related to citizen reception work.
3. Positions related to complaint and denunciation resolution work.
4. Positions related to anti-corruption work.
5. Positions related to supervision, evaluation, and post-inspection handling work.
6. Other positions as stipulated in Clause 2, Article 36 of Decree No. 59/2019/NĐ-CP dated July 1, 2019 of the Government detailing certain provisions and measures for implementing the Law on Prevention and Combating Corruption.
Article 3. List of periodic rotation of job positions in the field of inspection, citizen reception, complaint and denunciation resolution, and prevention and combating corruption at local administrative levels
The periodic rotation period of job positions as prescribed in Articles 2 and 3 of this Circular shall be from three to five years.
2. Positions related to citizen reception work.
3. Positions related to complaint and denunciation resolution work.
4. Positions related to anti-corruption work.
5. Positions related to supervision, evaluation, and post-inspection handling work.
6. Other positions as stipulated in Clause 2, Article 36 of Decree No. 59/2019/NĐ-CP dated July 1, 2019 of the Government detailing certain provisions and measures for implementing the Law on Prevention and Combating Corruption.
Article 4. Periodic rotation term for job positions.
1. This Circular takes effect from November 20, 2021. Circular No. 10/2014/TT-TTCP dated November 24, 2014 of the Government Inspectorate detailing the list of job positions for civil servants in state inspection agencies that must be periodically rotated shall cease to be effective.
Article 5. Effective Date
2. During implementation, if there are any difficulties, provincial People's Committees, municipalities directly under the Central Government, and relevant agencies and units shall report to the Government Inspectorate for guidance.
During implementation, if any difficulties arise, the People's Committees of provinces and centrally governed cities, as well as relevant agencies and units, shall report to the Government Inspectorate for guidance./.
