Regarding the suspension of temporary importation and re-exportation of medical masks, medical gloves, and protective clothing against epidemics

Pursuant to the Law on Foreign Trade Management dated June 12, 2017;
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

The Minister of Industry and Trade issues this Circular stipulating the suspension of temporary importation and re-exportation of medical masks, medical gloves, and protective clothing against epidemics. medical gloves and protective clothing against infectious diseases.
Article 1. Scope of Application
This Circular regulates the suspension of temporary importation and re-exportation of medical masks, medical gloves, and protective clothing against epidemics.
Article 2. Applicability
1. Business entities participating in the activity of temporary importation and re-exportation of goods.
2. Organizations and management agencies for temporary importation and re-exportation activities.
3. Agencies, organizations, and individuals related to temporary importation and re-exportation activities.
Article 3. Suspension of Temporary Importation and Re-Exportation of Medical Masks, Medical Gloves, and Protective Clothing Against Epidemics
1. The suspension applies to medical masks, medical gloves, and protective clothing against epidemics listed in the Appendix attached hereto.
2. For consignments of medical masks, medical gloves, and protective clothing against epidemics that have completed customs procedures for temporary importation from January 1, 2022 until before this Circular takes effect, they may continue to be re-exported in accordance with Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management and current regulations.
Article 4. Effective Date
1. This Circular takes effect from [month] [day] 2022 to December 31, 2022.
2. During the implementation of this Circular, any issues arising should be reported in writing by business entities and relevant agencies, organizations, and individuals to the Ministry of Industry and Trade for resolution./.
