CIRCULAR
Regulations on the Statistical Indicators System for the Information and Communications Industry
Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to the Government Decree No. 47/2020/NĐ-CP dated April 9, 2020 on management, connection, and sharing of digital data of state agencies;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
At the proposal of the Director of the Department of Planning and Finance,
The Minister of Information and Communications issues this Circular to regulate the Statistical Indicators System for the Information and Communications Industry.
Article 1. Scope of Regulation
This Circular stipulates the Statistical Indicators System for the Information and Communications Industry, including the list of indicators and the content of statistical indicators.
Article 2. Applicability
1. Units under and directly under the Ministry of Information and Communications.
2. Departments of Information and Communications of provinces and centrally governed cities, Department of Culture, Information, Sports and Tourism of Bac Lieu Province.
3. Agencies, organizations, enterprises operating in postal services, telecommunications, information technology and communications, and individuals related to the Statistical Indicators System for the Information and Communications Industry.
Article 3. The Statistical Indicators System for the Information and Communications Industry
1. The Statistical Indicators System for the Information and Communications Industry is a collection of statistical indicators reflecting the situation and main results of activities in the Information and Communications Industry, serving the development of policies for the Information and Communications Industry; the guidance and management work of the Ministry of Information and Communications; national statistical reports, industry indicator reports; providing data to state management agencies and relevant international organizations as prescribed.
2. The Statistical Indicators System for the Information and Communications Industry includes:
e) List and content of statistical indicators in the Press and Communication sector: Detailed in Appendix VI.
Article 4. Organization of Implementation
1. Responsibilities of units under the Ministry of Information and Communications
a) The Planning and Finance Department shall take the lead and coordinate with relevant units under the Ministry to organize the establishment of the reporting system for the Statistical Indicators of the Information and Communications Industry, submit it to the Minister for issuance, and provide guidance on its implementation; act as the focal point, coordinate, and cooperate to ensure that specialized units under the Ministry (Departments, Bureaus, specialized management units in the Information and Communications Industry) take the lead in collecting information and exploiting data shared by ministries, ministerial-level agencies, and government agencies to report statistical indicators according to the provisions of this Circular.
b) The Office of the Ministry shall exploit statistical information and industry reports of the Information and Communications Industry to serve the management, guidance, and control work of the Ministry's leadership. Take the lead and coordinate with the Planning and Finance Department and relevant units to urge the collection and provision of information and data according to the Statistical Indicators System for the Information and Communications Industry.
c) Relevant specialized units under the Ministry shall be responsible for collecting, exploiting, and summarizing statistical information and data, and the assigned indicators in the Statistical Indicators System for the Information and Communications Industry to exploit, use, and provide data to the Office of the Ministry and the Planning and Finance Department.
2. Departments of Information and Communications of provinces and centrally governed cities, Department of Culture, Information, Sports and Tourism of Bac Lieu Province shall be responsible for collecting, exploiting, and summarizing statistical information and data within their jurisdiction, providing them to Departments, Bureaus, and specialized management units in the Information and Communications Industry, and advising provincial People's Committees on matters within their functions and tasks.
3. Organizations and enterprises operating in postal services, telecommunications, information technology, and communications shall be responsible for organizing the full, truthful, and timely reporting of indicators as prescribed.
Article 5. Implementation Funding
The investment and implementation funding for the System of Statistical Indicators for the Information and Communications Industry shall be allocated in accordance with the laws on public investment, state budget, and other relevant laws.
Article 6. Effectiveness
1. This Circular takes effect from August 15, 2022, replacing Circular No. 15/2017/TT-BTTTT dated June 23, 2017, issued by the Minister of Information and Communications, which stipulates the system of statistical indicators for the Information and Communications Industry.
2. During the implementation process, if there are any difficulties, organizations and individuals concerned shall submit their comments to the Ministry of Information and Communications (Department of Planning and Finance) in writing or via email to [email protected] for timely review, guidance, and resolution.
