The Minister of Information and Communications issues this Circular guiding the implementation of certain contents related to information and communication in Sub-project 1 and Sub-project 2 under Project 10 of the Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, Phase I: From 2021 to 2025.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
2. Applicability:
This Circular guides the organization and implementation of certain contents related to information and communication in Sub-project 1 and Sub-project 2 under Project 10 of the Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, Phase I: From 2021 to 2025, which has been approved by the Prime Minister through Decision No. 1719/QĐ-TTg dated October 14, 2021 (hereinafter referred to as the Program), specifically:
a) External information task for ethnic minorities and mountainous regions under Sub-project 10.1 of the Program;
b) Task of supporting the establishment of points for ethnic minorities to apply information technology at commune-level People's Committees to serve socio-economic development and ensure public security under Sub-project 10.2 of the Program (hereinafter referred to as points for ethnic minorities to apply information technology).

a) Ministries, ministerial-level agencies, and government agencies participating in the implementation of the Program's tasks as stipulated in Clause 1 of this Article (hereinafter referred to as central agencies);
b) Localities implementing the Program's tasks as stipulated in Clause 1 of this Article;
c) Agencies, units, organizations, and individuals involved in the implementation and benefiting from the results of the Program's tasks as stipulated in Clause 1 of this Article.
Article 2. Objectives of Implementation
1. The objectives of external information activities for ethnic minority groups and mountainous regions are stipulated in Decision No. 1191/QĐ-TTg dated August 5, 2020 of the Prime Minister approving the objectives, tasks, and solutions to innovate and enhance the capacity of information dissemination and external communication work contributing to building peaceful, friendly, cooperative, and developing borders (hereinafter referred to as Decision No. 1191/QĐ-TTg) and specified in Content Item 02: Popularizing laws and educating the public and promoting ethnic minorities in Sub-project 10.1 of the Program.
2. The objective of establishing support points for ethnic minorities to apply information technology is stipulated in Sub-project 10.2: Applying information technology to support economic and social development and ensure security and order in areas inhabited by ethnic minorities and mountainous regions under Project 10 of Decision No. 1719/QĐ-TTg dated October 14, 2021 of the Prime Minister.
Article 3. Principles of Implementation
The principles for implementing the tasks set forth in Clause 1, Article 1 of this Circular are provided in Article 4 of Decree No. 27/2022/NĐ-CP dated April 19, 2022 of the Government on mechanisms for managing and organizing the implementation of national target programs.
Chapter II
FOREIGN INFORMATION IN ETHNIC MINORITY AREAS AND MOUNTAINOUS REGIONS* May be adjusted during the system design process to ensure suitability with scale, purpose, and usage efficiency.
Article 4. Tasks of foreign information in ethnic minority areas and mountainous regions
1. The tasks under Decision No. 1191/QĐ-TTg implemented in this Program include:
a) Producing content to serve information dissemination and foreign information work;
b) Building databases to serve foreign information work in border areas;
c) Training staff on information dissemination and foreign information work in border areas;
d) Integrating foreign information with investment promotion, trade, tourism activities, and introducing the potential and strengths of border provinces to promote the image of the country.
2. Other tasks under Decision No. 1191/QĐ-TTg not specified in Clause 1 of this Article shall be carried out in other programs from different sources of funding.
Article 5. Production of content to serve information dissemination and foreign information work
1. Requirements for foreign information products in ethnic minority areas and mountainous regions:
a) Foreign information products must have content consistent with the Party's guidelines and policies, state laws; linked to foreign information work in border areas, essential, specialized, practical, long-term, with spreading value; suitable for actual conditions and the ability to access information of people in ethnic minority areas and mountainous regions in border areas;
b) Emphasize the application of information technology in producing foreign information products suitable for various localities, which can be shared for information dissemination and foreign information work in border areas;
c) Not overlapping with the implementation of tasks of other programs and projects using state funds.
2. Content of foreign information products in ethnic minority areas and mountainous regions:
a) Promoting the Party's guidelines, policies, viewpoints on managing and protecting territorial sovereignty, border security; building peaceful, friendly, cooperative, and developing borders; contributing to strengthening and consolidating the people's trust in the Party and State; ensuring equality, unity, respect, and mutual assistance among ethnic groups, especially in border areas, contributing to the socio-economic development of localities and the country;
b) Promoting the potential, strengths, investment attraction policies in ethnic minority areas and mountainous regions, border areas; cultural values and traditions of ethnic minority communities in border areas linked to tourism development;
c) Promoting Vietnam's achievements in protecting and promoting human rights in ethnic minority areas and mountainous regions in border areas; crime situation in border areas; high-tech crimes to raise awareness and prevent ethnic minorities; combating false and hostile information, taking advantage of cyberspace to divide and undermine the solidarity of the entire nation in border areas; efforts and determination of the Party and State of Vietnam in ensuring the rights of ethnic minorities and mountainous regions.
3. Forms of products: News bulletins (in audio, text, and image formats), documents (specialized information, operational handbooks), leaflets, brochures, posters, electronic libraries, video clips.
4. Regarding language expression:
Foreign information products are produced in Vietnamese, ethnic minority languages, Lao, Khmer, Chinese, and other foreign languages appropriate to the needs of foreign information work in each locality.
5. Implement printing (for printed news bulletins), duplication, distribution, broadcasting, and posting of foreign information products serving the target audience and areas.
6. Organization of implementation:
a) Central agencies:
- The Ministry of Information and Communications shall take the lead and coordinate with relevant agencies and provincial People's Committees to produce foreign information products; digitize materials and incorporate them into databases to serve foreign information work in border areas.
- Central agencies assigned funds to implement tasks under Decision No. 1191/QĐ-TTg under Sub-project 10.1 according to Appendix X of Decision No. 39/2021/QĐ-TTg dated December 30, 2021 of the Prime Minister on principles, criteria, and allocation rates of central budget funds and the matching proportion of local budgets for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030 Phase I: From 2021 to 2025, are responsible for:
+ Developing plans for task implementation in accordance with regulations, submitting to the Ministry of Information and Communications for consolidation and reporting to relevant agencies as required.
+ In accordance with the budget allocated by the competent authority, implement the plan in accordance with current regulations; report the results to the Ministry of Information and Communications for consolidation and reporting as prescribed.
+ Send completed external information products (in digital form) funded by the Program to the Ministry of Information and Communications (External Information Department) to be included in the database serving external information work in ethnic minority areas and mountainous regions along the border.
b) Localities:
- The People's Committee of the province assigns and directs the Provincial Department of Information and Communications to take the lead and coordinate with local ethnic affairs agencies to advise on organizing the implementation of tasks at the locality level; submit plans and results of task implementation to the Ministry of Information and Communications for consolidation and reporting as prescribed.
- The People's Committee of the province assigns the Provincial Department of Information and Communications to receive and send external information products in digital form implemented by the locality using Program funds to the Ministry of Information and Communications (External Information Department) to be included in the database serving external information work in ethnic minority areas and mountainous regions along the border.
Article 6. Building a Database to Serve External Information Work in Border Areas
1. Implementation Content:
a) Develop centralized and unified software and databases for external information to serve propaganda and external information work in ethnic minority areas along the border and state management of external information;
b) Store and provide data to provincial departments of information and communications, district people's committees along the border, border guard stations along the entire border line, county-level public security organs, and village-level public security organs to serve external information work in border areas;
c) Maintain, operate, and update the system of databases to serve external information work in border areas;
d) Hire information technology services to implement tasks;
đ) Monitor and supervise the exploitation and use of the database.
2. Implementation Organization:
a) The Ministry of Information and Communications: Lead and coordinate with central agencies and localities to build, receive, select, translate, and digitize materials and sources, and include them in the database; manage, operate, and ensure the safety of the database system; provide data to serve external information activities in ethnic minority areas and mountainous regions along the border;
b) The Ministry of Information and Communications leads and coordinates with the Ministry of National Defense, the Ministry of Public Security, and localities to build and provide databases to serve external information work in ethnic minority areas and mountainous regions along the border for relevant agencies as specified in point b, Clause 1 of this Article.
Article 7. Training Professional Skills for Propaganda and External Information Work for Personnel Engaged in External Information Work in Border Areas
1. Training Recipients:
a) Management personnel and external information personnel at the provincial, district, and commune levels with borders;
b) Leaders, reporters, and editors of news agencies and press organizations;
c) Personnel responsible for electronic information portals and external information of various departments and people's committees at all levels with borders;
d) Personnel in charge of county-level radio and television stations and village-level radio stations in border areas;
đ) Military and police personnel assigned to concurrently perform external information work in border areas.
2. Implementation Content
a) Develop programs; compile, digitize, print, and distribute materials to serve training and seminars on knowledge, skills, and professional practices in external information for forces participating in external information activities in border areas;
b) Organize training and seminar classes for recipients, including online, face-to-face, or hybrid formats. The duration of the seminars is determined by the organizing agencies in accordance with the recipients and seminar content; ensuring practicality, economy, and effectiveness.
3. Organization of Implementation
a) The Ministry of Information and Communications leads and coordinates with the Committee for Ethnic Affairs, the Ministry of National Defense, and the Ministry of Public Security to implement the task of developing training programs and materials for common use by localities and organize training and seminar classes for recipients under central agencies' management, provincial-level public security officers, border guard forces, and other military units tasked with external information work in ethnic minority areas and mountainous regions along the border;
b) The People's Committee of the province assigns and directs the implementation of the task of developing programs and materials according to the specific requirements of the locality (if any); assigns and directs the implementation of the task of organizing training and seminar classes for recipients outside those organized centrally as stipulated in point a of this clause.
Article 8. Integrating external information with exchange activities, investment promotion, trade, tourism, and introducing the potential and strengths, distinctive cultural features of border provinces to contribute to promoting the image of the country.
1. Content of Activities
a) Organizing programs and events integrating external information with exchange activities, investment promotion, trade, tourism, and culture between border provinces and neighboring provinces sharing borders to strengthen traditional friendly relations with neighboring countries; introducing and promoting the achievements of the country to the people of neighboring countries, enhancing economic cooperation among border provinces;
b) Organizing forms of propaganda and external information dissemination on occasions of anniversaries and important events between Vietnam and countries sharing borders;
c) Organizing friendly defense exchanges along the border with neighboring countries; exchanging with border protection forces of countries sharing borders.
2. Implementation Organization:
a) Central agencies and localities shall base on actual conditions to develop plans to implement this task in accordance with their management functions and legal provisions;
b) When central agencies implement this content, they need to coordinate with relevant agencies and related localities to ensure effectiveness and avoid duplication.
Chapter III
ESTABLISHING SUPPORT POINTS FOR ETHNIC MINORITY GROUPS APPLICATION OF INFORMATION TECHNOLOGY
Article 9. Support Points for Ethnic Minority Groups Applying Information Technology
1. The areas establishing support points for ethnic minority groups applying information technology are communes under the criteria for allocating capital to implement Sub-project 10.2 as stipulated in Appendix X of Decision No. 39/2021/QD-TTg dated December 30, 2021 of the Government Chairman regarding principles, criteria, and allocation rates of central budget capital and the proportion of local budget capital for implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas from 2021 to 2030, Phase I: From 2021 to 2025, including:
a) Particularly difficult communes (communes in Zone III);
b) Communes not in Zone III but having particularly difficult hamlets.
2. The number of support points for ethnic minority groups applying information technology in the communes mentioned in Clause 1 of this Article: One point per commune.
3. Basic requirements for support points for ethnic minority groups applying information technology:
a) Having a sturdy house and infrastructure construction works;
b) Convenient for people to access and use services;
c) Ensuring safety and security for people, property, and equipment;
d) Having stable electricity supply.
Article 10. List and Quantity of Equipment to be Invested in and Purchased; Training and Guidance on Usage; Maintenance, Operation, and Exploitation of Support Points for Ethnic Minority Groups Applying Information Technology
1. Basic list of equipment at each support point for ethnic minority groups and mountainous areas applying information technology:
a) List and quantity of equipment:
- Internet TV: 01 unit, connected to the internet;
- Amplifier (Amplifier): 01 unit;
- Speaker (for auditorium use);
- Computer keyboard (can be connected to Internet TV);
- Auxiliary materials and equipment for installation work.
b) The equipment listed in Point a Clause 1 of this Article must meet the technical configuration specified in Appendix 1 attached to this Circular.
2. Training and Guidance on Usage:
a) The training and guidance recipients are cadres assigned by the People's Committee of the commune to manage and use equipment, maintain, and operate the information technology application point; at least two persons per point;
b) Training content: Knowledge and skills in applying information technology, digital transformation, and ensuring cybersecurity to ensure the operation and maintenance of support points for ethnic minority groups applying information technology. The training program and materials are developed by relevant agencies according to the guidelines in Point a Clause 1 and Point b Clause 3 of Article 14 of this Circular;
c) The responsibility for organizing training for the recipients in Point a of this Clause lies with the localities according to the guidelines in Point b Clause 3 of Article 14 of this Circular.
3. Maintenance, Operation, and Exploitation:
The People's Committee of the commune has the responsibility to manage assets and organize management, maintenance, operation, and exploitation of support points for ethnic minority groups applying information technology in accordance with this Circular and local guidelines.
Article 11. Provision of Broadband Internet Access Services at Information Technology Application Support Points for Ethnic Minority Groups
Information technology application support points for ethnic minority groups shall be supported to use broadband internet access services under the Telecommunications Public Service Provision Program until 2025 (approved by the Prime Minister through Decision No. 2269/QĐ-TTg dated December 31, 2021, and detailed in Section 5, Chapter IV of Circular No. 14/2022/TT-BTTTT dated October 28, 2022, issued by the Ministry of Information and Communications, which stipulates the list and quality of telecommunications public services and guidelines for implementing the Telecommunications Public Service Provision Program until 2025).
Article 12. Activities of Information Technology Application Support Points for Ethnic Minority Groups
1. Supporting ethnic minority groups in applying information technology; accessing information on Party policies, State laws via the internet; using online public services; learning and enhancing their knowledge and skills in production, economic development, trade, science and technology, cultural and social affairs, and knowledge on ensuring security and order for ethnic minorities.
2. Popularizing knowledge, improving digital skills, and enhancing the ability to access information for the people, including the following main contents: Skills in exploiting and using mobile applications, digital platforms, and online services on the internet; skills in using online public services; basic knowledge about cybersecurity and self-protection against cyber threats; recognizing some forms of online fraud; basic knowledge and skills in using computers and other contents according to the trend of digital technology development; recognizing methods and tricks of high-tech crimes to raise awareness and prevent them; knowledge and skills in preventing false, misleading information, and wrong views targeting ethnic minority areas.
3. Other activities supporting ethnic minorities in accordance with the objectives of Sub-project 10.2 under the Program.
Article 13. Support for Providing Information Products and Digital Platforms for Information Technology Application Support Points for Ethnic Minority Groups
Information technology application support points for ethnic minority groups shall be supported and provided with the following products and services:
1. Digital platforms developed and connected by central agencies and localities that align with socio-economic development goals and ensure security and order in particularly difficult communes and villages in ethnic minority and mountainous regions.
2. Information products produced and supplied by localities for exploitation at information technology application support points for ethnic minority groups.
Article 14. Responsibilities in Establishing and Maintaining the Operation of Information Technology Application Support Points for Ethnic Minority Groups
1. The Ministry of Information and Communications:
a) Organizes the development of programs and materials for common training on knowledge and skills in applying information technology, digital transformation, and ensuring cybersecurity for the subjects mentioned in point a, Clause 2, Article 10 of this Circular;
b) Announces enterprises contracted to provide broadband internet access services under the Telecommunications Public Service Provision Program until 2025 so that localities can coordinate in receiving and managing the use of these services when establishing information technology application points;
c) Takes the lead and coordinates with relevant central agencies to select existing and developing digital platforms, and notifies provincial People's Committees to implement them to serve ethnic minorities and mountainous areas.
2. Central agencies and related agencies: Timely notify the Ministry of Information and Communications of existing and developing digital platforms suitable for socio-economic development goals and ensuring security and order in particularly difficult communes and villages in ethnic minority and mountainous regions for implementation as stipulated in point c, Clause 1 of this Article.
3. Localities
a) Provincial People's Committee or authorized agencies designated by the Provincial People's Committee decides:
- Specific locations for establishing information technology application support points for ethnic minority groups, ensuring convenience for residents to use as guided in Article 9 of this Circular.
Within the scope of allocated funds, localities should consider and prioritize implementation for particularly difficult communes. For the communes mentioned in point b, Clause 1, Article 9, it is necessary to choose locations convenient for particularly difficult village residents to use.
- The list and quantity, technical configuration of equipment invested at each information technology application support point for ethnic minority groups as guided in Clause 1, Article 10 of this Circular; avoiding duplication with equipment already invested from other sources and currently operating stably.
In cases where localities require equipment lists and technical configurations outside those guided in Clause 1, Article 10 of this Circular, the competent authority at the locality shall consider and decide based on ensuring the objectives, economy, and effectiveness of state budget usage and bear responsibility for their decisions.
b) Provincial People's Committee organizes and directs:
- Developing and issuing management guidance documents for information technology application support points for ethnic minority groups suitable for specific local conditions.
- Preparing training and user guide materials for equipment and information exploitation skills at information technology application support points for ethnic minority groups according to local special requirements (beyond the programs and materials developed by the Ministry of Information and Communications).
- Organizing training for managers, operators, and users of information technology application support points for ethnic minority groups as prescribed.
- Organize the selection of available and developing digital platforms within the local management scope that are suitable for the socio-economic development goals and ensure security and order in particularly difficult communes and villages to deploy services for ethnic minority groups and mountainous areas on the local territory.
- Organize the production and supply of electronic information products for shared exploitation and use at points supporting ethnic minorities in applying information technology in the locality, ensuring economy, efficiency, and suitability with the needs of ethnic minorities, financial resource allocation capacity; avoiding overlap with products funded from other sources.
4. Organizations and individuals entrusted with managing and operating points supporting ethnic minorities in applying information technology shall be responsible for managing and using assets invested in accordance with the Program's objectives, ensuring the continuous operation of information technology applications in compliance with the law.
Chapter IV
WORK OF PLANNING, RAISING RESOURCESAND REPORTING, MONITORING IMPLEMENTATION
Article 15. Implementation Plan
1. Based on the guidance provided in this Circular, the provincial People's Committee shall guide and direct the work of building and approving the implementation plan for the content of information and communication under the Program in accordance with the law.
2. The implementation plan for the content of information and communication under the Program shall be established for the entire period and divided annually (Model forms in Appendix 2 and Appendix 3 attached to this Circular).
3. The deadline for the provincial People's Committee to submit reports on the implementation plan for the content of information and communication to the Ministry of Information and Communications (to be copied to the National Ethnic Minorities Committee) for coordination in monitoring and supervising implementation is as follows:
a) Submit the report on the implementation plan for the entire period before July 15, 2023.
b) Submit the annual implementation plan report before July 15 each year.
4. The Ministry of Information and Communications shall compile the implementation plan for the content of establishing information technology applications and send it to relevant agencies as prescribed.
Article 16. Mobilizing and Integrating Resources for Implementation
1. Based on specific conditions, localities shall select qualified human resources to manage and implement tasks related to information and communication under the Program.
2. The Vietnam Universal Service Fund shall support costs for broadband internet access services at points supporting ethnic minorities in applying information technology under the Program, providing universal telecommunications services until 2025.
3. Resources integrated from implementing other programs, projects, and initiatives by localities.
Article 17. Reporting on Implementation Results
Localities shall be responsible for reporting on the implementation of the content of information and communication under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas in accordance with Circular No. 01/2022/TT-UBDT dated June 20, 2022, issued by the National Ethnic Minorities Committee, which stipulates the procedures for monitoring and evaluating the implementation of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; Phase I: From 2021 to 2025; and simultaneously submit reports to the Ministry of Information and Communications on the results of implementation according to the model forms in Appendix 4 and Appendix 5 attached to this Circular.
Article 18. Inspection, supervision, and evaluation of implementation
1. The Ministry of Information and Communications shall develop plans and organize supervision of the implementation of contents related to information and communication as prescribed in Decree No. 27/2022/NĐ-CP dated April 19, 2022 of the Government on the management mechanism and organization of implementing national target programs and guidance for implementation as stipulated in this Circular.
2. Provincial People's Committees shall organize and direct supervision and evaluation of the implementation of contents related to information and communication under the Program as prescribed in Decree No. 27/2022/NĐ-CP dated April 19, 2022 of the Government on the management mechanism and organization of implementing national target programs and guidance for implementation as stipulated in this Circular.
Chapter V
IMPLEMENTATION
Article 19. Implementation
1. The Ministry of Information and Communications shall take the lead and coordinate with the advisory agencies of the Committee for Ethnic Minorities to implement and supervise the implementation of contents related to information and communication under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas at local levels.
2. Provincial People's Committees shall assign the Department of Information and Communications to take the lead and coordinate with ethnic affairs agencies to advise on the management and implementation of contents related to information and communication under the Program.
Article 20. Effective Date
1. This Circular takes effect from the date of signature.
2. During the implementation process, if there are any difficulties, they should be reported to the Ministry of Information and Communications for coordination in research and resolution.
