Pursuant to the Law on Foreign Trade Management No. 05/2017/QH14;
Pursuant to the Government Decree No. 40/2025/ND-CP prescribing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade amended and supplemented by Government Decrees No. 109/2025/ND-CP and No. 193/2025/ND-CP;
Pursuant to the Government Decree No. 69/2018/ND-CP detailing certain provisions of the Law on Foreign Trade Management;
Pursuant to the Government Decree No. 26/2023/ND-CP promulgating the Export Tariff, Preferential Import Tariff, List of Goods and Rates of Specific Duties, Compound Duties, and Import Duties outside Tariff Quotas amended and supplemented by Government Decrees No. 144/2024/ND-CP, No. 73/2025/ND-CP, No. 199/2025/ND-CP, and No. 260/2025/ND-CP;
At the proposal of the Director of the Department of Import-Export;
The Minister of Industry and Trade issues this Circular prescribing import tariff quotas for salt and poultry eggs in 2026.

Article 2. Method of allocation of import tariff quotas for salt and poultry eggs in 2026
The import tariff quotas for salt and poultry eggs in 2026 shall be allocated according to the method of issuing import licenses prescribed in the Government Decree No. 69/2018/ND-CP dated May 15, 2018 detailing certain provisions of the Law on Foreign Trade Management and Circular No. 12/2018/TT-MININD dated June 15, 2018 of the Minister of Industry and Trade detailing certain provisions of the Law on Foreign Trade Management and Government Decree No. 69/2018/ND-CP dated May 15, 2018 detailing certain provisions of the Law on Foreign Trade Management.
In case the legal normative documents cited in this Circular are amended, supplemented, or replaced, their application and implementation shall be carried out in accordance with the relevant amended, supplemented, or replacement documents.
Article 3. Recipients of the allocation of import tariff quotas for salt and poultry eggs in 2026
1. The import tariff quota for salt shall be allocated to traders directly using salt as raw material for producing medicine and medical products and for producing chemicals.
2. The import tariff quota for poultry eggs shall be allocated to traders directly using poultry eggs as raw material for production.
Article 4. Time of commencement of allocation of import tariff quotas for salt and poultry eggs in 202 1. The time of commencement of the allocation of the import tariff quota for salt as raw material for producing medicine and medical products in 2026 is from the date this Circular takes effect. 2. The Ministry of Industry and Trade will consult with the Ministry of Agriculture and Environment to determine the time of commencement of the allocation of the import tariff quota for salt as raw material for producing chemicals and the import tariff quota for poultry eggs in 2026.6
Article 5. Effective Date
This Circular takes effect from March 15, 2026 until December 31, 2026./.
