CIRCULAR
OF THE MINISTRY OF INTERIOR NUMBER 03-BNV(C26) DATED JUNE 12, 1990 ON THE DEPLOYMENT OF FORCES TO PATROL AND CONTROL TRAFFIC ON NATIONAL HIGHWAYS
Recently, traffic patrols and controls on national highways have been both insufficiently strict and subject to many instances of abuse and harassment. In some places, county police forces also deploy traffic police to national highways for control.
To rectify this situation, the Ministry decides to redeploy forces for traffic patrol work on national highways as follows:
1- Regarding traffic patrol and control teams.
- On the following 16 national highways, traffic patrol and control teams must be established under the provincial traffic police - order departments, dedicated to operating on sections of road within the provincial boundaries:
+ National Highway 1: From Lang Son to Minh Hai.
+ National Highway 2: From Hanoi to the Vietnam-China border.
+ National Highway 3: From Hanoi to the Vietnam-China border.
+ National Highway 5: From Hanoi to Haiphong.
+ National Highway 6: From Hanoi to Lai Chau.
+ National Highway 7: From Dien Chau (Nghe Tinh) to the Vietnam-Laos border.
+ National Highway 8: From Duc Tho (Nghe Tinh) to the Vietnam-Laos border.
+ National Highway 9: From Dong Ha (Quang Tri) to the Vietnam-Laos border.
+ National Highway 10: From Ha Nam Ninh to Quang Ninh.
+ National Highway 11: From Thap Cham (Thuan Hai) to Da Lat (Lam Dong).
+ National Highway 13: From Ho Chi Minh City to the Vietnam-Cambodia border.
+ National Highway 15: From Dong Nai to Vung Tau.
+ National Highway 18: From Ha Bac to Quang Ninh.
+ National Highway 19: From Binh Dinh to the Vietnam-Cambodia border.
+ National Highway 20: From Dong Nai to Lam Dong.
+ National Highway 22: From Ho Chi Minh City to the Vietnam-Cambodia border.
- Other people's police forces, including traffic police from districts, counties, and towns, shall not go out onto these national highways to stop vehicles for inspection. When there is an urgent task to inspect a specific vehicle according to the order of the competent authority, they must coordinate with traffic police to carry it out.
- For remaining national highways, provincial roads, and district roads that require traffic patrol forces when necessary, the provincial traffic police - order department must report to the People's Police Command for decision.
- The gate stations belonging to Hanoi, Haiphong, Da Nang, Ho Chi Minh City, and Vung Tau, established according to Decision No. 440 dated June 7, 1984 of the Ministry, continue to operate according to the current decision.
2- Duties of traffic patrol and control teams.
- The main duty of traffic police forces performing traffic patrol and control tasks is to ensure orderly, smooth, and safe traffic in all situations. Timely detect signs causing traffic congestion or affecting traffic safety to guide rearrangement, while strictly punishing violations of traffic regulations.
- Through traffic patrol work, discover criminal activities and pursue criminals who are taking advantage of transportation means to operate. Coordinate with police from districts, counties, and towns on both sides of the road to publicize traffic laws among the people.
3- Methods of operation of traffic patrol and control teams.
- The method of operation of traffic patrol teams is to conduct mobile patrols using motorcycles, cars, bicycles, or walking along the assigned section of road, ensuring that traffic police can arrive promptly when incidents occur. Strictly prohibit setting up fixed checkpoints for inspections without authorization. On long stretches of road, rest stops may be organized but should not be turned into fixed locations for stopping vehicles for inspection.
- Only stop vehicles for inspection if they show signs of violating traffic regulations or committing criminal offenses.
- Traffic police must wear uniforms in accordance with the People's Police regulations when performing duties, each inspection team must have at least two traffic police officers. When stopping a vehicle for inspection, they must greet the person being inspected, and when handling cases, they must stand openly in front of the vehicle, in front of the violator, and those on the vehicle. Publicly announce the driver's offense, the level of punishment, and if fines are imposed, specify the amount, based on which article of the law, and tear off the appropriate number of receipts to hand over to the violator.
4- Deployment of forces.
- If a national highway passes through a locality with a length exceeding 50 kilometers, a traffic patrol and control team must be established, each team having one team leader and one deputy team leader.
- If a national highway passes through a locality with a length less than 50 kilometers, only a traffic patrol group with one group leader can be established (the list of teams and groups on each national highway is attached as an appendix).
- The manpower of the teams and groups is determined by the local People's Police Command and Department based on the number of kilometers of road and the number of hours required for daily operations, aiming to achieve the goal of ensuring order, smoothness, and safety in all situations.
5- Implementation.
This circular takes effect from the date of signature. The General Departments II, III, IV, and V22, V13, directors of public security in provinces, cities, special zones, and the Traffic Police - Order Department must cooperate to organize and implement immediately. The Traffic Police - Order Department is responsible for monitoring, urging, and reporting results to the leadership of the Ministry.

MARKING OF TRAFFIC PATROL TEAMS AND GROUPS
(Attached to Circular No. 03/BNV dated June 12, 1990)
Teams are arranged in order starting from the origin of the road (km 0).
The marking of teams and groups consists of two sets of numbers, the first set is the team name, and the second set is the road name.
Example: 1 - 5 (Traffic Patrol and Control Team No. 1, on Road 5).
3 - 6 (Traffic Patrol and Control Team No. 3, on Road 6).
