Issued by the Ministry of Health under Decision No. 03/1997/TT-BYT dated March 15, 1997
guiding the admission to nursing, midwifery, and medical technician vocational college classes for the academic year 1997-1998
To continue improving the quality of professional work, management, and training of cadres, the Ministry of Health issues this Circular guiding the admission process for nursing (dental nursing), midwifery, and medical technician vocational college classes for the academic year 1997-1998.
I. ELIGIBILITY FOR ADMISSION
The target group for admission includes nursing (dental nursing) secondary school graduates, midwifery secondary school graduates, and medical technician secondary school graduates currently working at state healthcare facilities, in accordance with their trained specialty, who wish to study in the same specialty.
II. CLASSES AND REGIONS FOR ADMISSION
1. Hanoi Medical University collaborates with Nam Dinh Health College:
- Admitting students for vocational college classes: nursing (dental nursing), midwifery, medical laboratory technician, radiology technician, anesthesia-recovery technician, physical therapy (rehabilitation) technician.
- Recruitment area: Northern provinces from Thua Thien Hue northward.
2. Ho Chi Minh City University of Medicine and Pharmacy:
- Admitting students for vocational college classes: nursing (dental nursing), midwifery, medical laboratory technician, anesthesia-recovery technician, radiology technician, physical therapy (rehabilitation) technician, public health technician.
- Recruitment area: Southern provinces from Quang Nam and Da Nang southward.
III. ADMISSION STANDARDS
1. Political criteria: Clear personal and family history. Successfully completing assigned tasks, good moral character, compliance with state policies and laws. Individuals currently under disciplinary action (warning or higher) are not eligible for admission.
2. Age criteria: Male candidates must not exceed 50 years old, female candidates must not exceed 45 years old as of October 30, 1997.
3. Health criteria: Applicants must be in good health to study as stipulated in Joint Circular No. 10/TT-LB dated August 18, 1989, and Instruction No. 2445/TS dated May 20, 1990, issued by the Ministry of Education and Training.
4. Professional experience criteria: At least three years of professional work experience since graduation from secondary health school, counted up to October 30, 1997.
5. Educational and professional criteria: Candidates must have a secondary health school diploma in the desired specialty and must have a high school education level.
6. Admission examination and eligibility criteria:
Candidates must participate in the admission examination which includes subjects:
- A subject on professional knowledge related to the desired specialty. Content based on the secondary health school curriculum for that specialty.
- Mathematics and chemistry subjects based on general secondary education or supplementary high school education.
Candidates meeting the admission criteria and taking all required subjects as specified above, if they achieve the minimum admission score set by the examination institution, with a minimum score of 5 in the professional subject and no zero scores in cultural subjects, will be eligible for admission to the examination year.
Candidates who have already graduated from another university or college (in natural sciences or engineering) are exempt from cultural subjects if they achieve a minimum score of 5 in the professional subject, allowing them to be admitted to the year they applied.
7. Preferential admission policy:
Admission scores are determined with preferential points based on regions and within each region, there are preferential groups according to policy:
Regional preference: Applied according to the regional division for recruitment printed in the "Recruitment Information" booklet issued by the Ministry of Education and Training in 1997.
- Region 1 (KV1): Mountainous areas and equivalent, including highland (KV1-VC) and deep rural (KV1-VS) areas.
- Region 2 (KV2): Midland and delta areas, including rural areas (KV2-NT).
- Region 3 (KV3): Urban areas and central cities.
Priority Group 1:
- Heroes of the armed forces, labor heroes.
- Ethnic minorities.
- War veterans ranked.
- People who have worked in highland or deep rural areas, with permanent residence registration there for at least three years as of October 30, 1997. If they do not have permanent residence registration there, they can only be placed in Priority Group 2.
- Cadres currently engaged in training work within the staff of medical universities or health colleges, or those holding positions such as head nurse, head midwife, or head medical technician in departments or hospitals.
Priority Group 2:
- Cadres with outstanding achievements in work or combat recognized with national medals or awards.
- Cadres awarded creative labor certificates by the Vietnam General Confederation of Labor or two consecutive years of Model Worker (the year before applying).
- Cadres with five years of professional work experience.
The difference in points between regions or between successive priority groups does not exceed three points.
IV. PROCEDURES FOR REGISTRATION TO TAKE THE EXAMINATION
The application package for registration to take the examination includes:
1. One registration form (as prescribed).
2. Certified copy of the secondary professional degree diploma.
3. Decision on sending cadres to study issued by the competent authority managing cadres (to be submitted upon successful admission).
4. Certificate of being a preferential group member (if applicable). If the applicant holds a position such as head nurse, head midwife, or head medical technician, a decision on appointment by the competent authority must be provided.
5. Health certificate issued by a hospital.
6. Two recent passport-sized photos (4x6 cm, taken within the last two years, one photo attached to the registration form).
7. Two envelopes with postage stamps and the applicant's address.
All documents must be enclosed in a 230 x 330 mm envelope, with the name, address, and list of documents inside indicated on the outside.
When submitting the application, the examination fee must also be paid.
Applicants from northern provinces should submit their applications to Nam Dinh Health College: 365 Han Thuyen Street, Nam Dinh City.
Applicants from southern provinces should submit their applications to Ho Chi Minh City University of Medicine and Pharmacy: 217 An Duong Vuong Street, District 5, Ho Chi Minh City.
Deadline for submission: Before April 30, 1997.
Date of the examination: In July 1997, specific date to be determined and announced by the examination institution.
Upon receipt of this Circular, units and localities must immediately implement it and select cadres for study in accordance with the specified criteria. Schools need to carefully review admission applications and organize examinations in accordance with regulations to ensure training quality and social equity.
