Regarding the establishment of District Thu Duc, District 2, District 7, District 9,
District 12, and the establishment of wards under the new districts - Ho Chi Minh City
THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the proposal of the Chairman of the People's Committee of Ho Chi Minh City and the Minister, Head of the Organization-Cadres Department of the Government;
DECREE:
Article 1. The new districts and wards within Ho Chi Minh City shall be established as follows:
I. Establishment of District Thu Duc and the wards under District Thu Duc:
1. Establish District Thu Duc based on the entire natural area and population of the communes Linh Dong, Linh Trung, Tam Binh, Tam Phu, Hiep Binh Phuoc, Hiep Binh Chanh, Thu Duc town, 55 hectares of natural area and 366 inhabitants of commune Hiep Phu; 298 hectares of natural area and 3,188 inhabitants of commune Tan Phu; 367 hectares of natural area and 6,651 inhabitants of commune Phuoc Long, belonging to Thu Duc district.
District Thu Duc has 4,726.5 hectares of natural area and 163,394 inhabitants.
Administrative boundaries of District Thu Duc: East borders District 9; West borders District 12; South borders Sai Gon River; North borders Song Be Province.
2. Establishment of the wards under District Thu Duc:
a) Establish Ward Linh Dong based on the entire natural area and population of commune Linh Dong, including 259 hectares and 19,206 inhabitants.
b) Establish Ward Hiep Binh Chanh based on the entire natural area and population of commune Hiep Binh Chanh, including 626 hectares and 16,508 inhabitants.
c) Establish Ward Hiep Binh Phuoc based on the entire natural area and population of commune Hiep Binh Phuoc, including 766 hectares and 12,354 inhabitants.
d) Establish Ward Tam Phu based on the entire natural area and population of commune Tam Phu, including 298 hectares and 12,926 inhabitants.
e) Establish Ward Linh Xuan based on the entire natural area and population of Linh Xuan commune, including 382.5 hectares and 13,666 inhabitants.
f) Establish Ward Linh Chieu based on 130 hectares of natural area and 11,576 inhabitants of Thu Duc town.

II. Establishment of District 2 and the wards under District 2:
1. Establish District 2 based on the entire natural area and population of the communes An Phu, An Khanh, Thu Thiem, Binh Trung, Thanh My Loi belonging to Thu Duc district.
District 2 has 5,020 hectares of natural area and 86,027 inhabitants.
Administrative boundaries of District 2: East borders District 9; West borders Districts Binh Thanh and 1; South borders District 7; North borders Districts Thu Duc and 9.
2. Establishment of the wards under District 2 as follows:
a) Establish Ward An Phu based on 1,042 hectares of natural area and 6,724 inhabitants of An Phu commune.

District 9 has 11,362 hectares of natural area and 126,220 inhabitants.

IV. Establish District 7 and wards under District 7:
1. Establish District 7 based on the entire natural area and population of Tân Quy Đông commune, Tân Quy Tây commune, Tân Thuận Đông commune, Tân Thuận Tây commune, Phú Mỹ commune, and 337 hectares of natural area and 6,636 population of Nhà Bè town, belonging to Nhà Bè district.
District 7 has 3,576 hectares of natural area and 90,920 population.
The administrative boundary of District 7: East borders Đồng Nai province; West borders Bình Chánh district and District 8; South borders Nhà Bè district; North borders District 4 and District 2.
2. Establish wards under District 7:
a) Establish Phú Mỹ ward based on 373 hectares of natural area and 6,636 population of Nhà Bè town.

h) Establish Tân Quy ward based on 86 hectares of natural area and 9,265 population of Tân Quy Đông commune.

k) Establish Tân Hưng ward based on 220 hectares of natural area and 12,020 population of Tân Quy Tây commune.
Tân Hưng ward has 220 hectares of natural area and 12,020 population. The administrative boundary of Tân Hưng ward: East borders Tân Kiểng ward, Tân Quy ward, and Tân Phong ward; West borders District 8 and Bình Chánh district; South borders Tân Phong ward; North borders District 4.
After adjusting the administrative boundaries, Nhà Bè district remains with 9,620 hectares of natural area and 61,480 population; consisting of 10 direct administrative units.
V. Establish District 12 and wards under District 12:
1. Establish District 12 based on the entire natural area and population of the communes Thạnh Lộc, An Phú Đông, Tân Thới Hiệp, Đông Hưng Thuận, Tân Thới Nhất; 711 hectares of natural area and 15,461 inhabitants of the commune Tân Chánh Hiệp; 273 hectares of natural area and 11,332 inhabitants of the commune Trung Mỹ Tây, belonging to Hóc Môn District.
District 12 has 5,205 hectares of natural area and 117,253 inhabitants.
Administrative boundaries of District 12: East borders District Thu Duc and Province Song Be; West borders Hóc Môn District; South borders District Tan Binh and District Go Vap; North borders Hóc Môn District.
2. Establish wards under District 12:
a) Establish Ward Tân Thới Nhất based on the entire natural area and population of the commune Tân Thới Nhất, including 385 hectares and 16,110 inhabitants.
b) Establish Ward Đông Hưng Thuận based on the entire natural area and population of the commune Đông Hưng Thuận, including 428 hectares and 27,097 inhabitants.
c) Establish Ward An Phú Đông based on the entire natural area and population of the commune An Phú Đông, including 856 hectares and 7,749 inhabitants.
d) Establish Ward Trung Mỹ Tây based on 273 hectares of natural area and 11,332 inhabitants of the commune Trung Mỹ Tây.

Article 2. This Decree takes effect from the date of issuance. All previous regulations contrary to this Decree are abolished.
