DIRECTIVE

CONCERNING THE LAUNCH OF A CAMPAIGN TO CELEBRATE THE 68TH ANNIVERSARY OF THE ESTABLISHMENT OF THE FINANCE SECTOR AND TO STRIVE FOR SUCCESS IN COMPLETING THE 2013 BUDGET TASKS

On August 28, 1945, with the establishment of the Government of the Democratic Republic of Vietnam and the formation of government agencies, including the Ministry of Finance. Since then, August 28 has become the traditional day of the Finance sector. From its establishment to the present, generations of officials, civil servants, and employees of the Finance sector have continuously strived and contributed positively and effectively to the achievements of the country.

This year, the Finance sector celebrates its 68th anniversary of establishment amid many domestic economic difficulties and challenges that directly impact the implementation of tasks and financial-budget targets for 2013. To practically achieve significant results to celebrate important national and sectoral events, to promote the tradition of patriotic competition throughout the glorious 68-year journey of construction and development, the Party Committee and Leadership of the Ministry of Finance launch a final sprint campaign across the sector from now until December 31, 2013, with the content of:Concentrating efforts, directing decisively, uniting, striving to successfully accomplish assigned political tasks, focusing on implementing specific tasks as follows:

I/- CONTENT OF IMPLEMENTATION:

1/- Continuing to effectively implement the program and action plan of the Ministry of Finance to implement Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP dated January 7, 2013 of the Government (issued together with Decision No. 128/QD-BTC dated January 17, 2013 of the Minister of Finance), actively and decisively directing management and implementation, synchronously implementing various measures, focusing on effectively implementing the four contents stated in Directive No. 09/CT-TTg dated May 24, 2013 of the Prime Minister on strengthening direction and management in implementing state finance-budget tasks in 2013.

2/- Concentrating on decisively directing the organization and implementation of the state budget revenue plan for 2013, intensifying the review, comparison, monitoring, inspection, and directing of key revenue items and areas; strengthening anti-smuggling and commercial fraud activities, combating transfer pricing; inspecting and auditing value-added tax refunds, handling overdue revenue, striving to complete the state budget revenue plan at each unit and locality. Strengthening management of state budget expenditure to ensure strictness, economy, and effectiveness, rearranging expenditure tasks according to priority order, reviewing each expenditure item, firmly cutting or postponing the implementation time of non-critical expenditure tasks in accordance with the spirit of Directive No. 09/CT-TTg dated May 24, 2013 of the Prime Minister; managing the budget proactively and positively, ensuring balance at all levels, keeping the deficit within the scope decided by the National Assembly.

3/- Improving the quality of building legal documents on finance-budget assigned in 2013, striving to complete 100% of projects, mechanisms, policies, and laws assigned by the Government from now until the end of the year, ensuring timely progress, procedures, meeting full objectives and requirements for effective allocation and utilization of resources, ensuring macroeconomic stability, social security, national defense, public safety, and sustainable growth.

4/- Strengthening inspection and supervision, maintaining strict financial discipline; enhancing the effectiveness of state management over prices, contributing to stabilizing input costs, improving production and business efficiency, stabilizing revenue sources; enhancing the management and use of foreign loans and implementing repayment plans to ensure proactive and stable funding for budget expenditures. Accelerating the process of equitization and restructuring state-owned enterprises; developing capital markets, securities markets, financial service markets, and insurance markets; increasing resource mobilization for investment and development. Enhancing the ability to manage and utilize state assets and reserve management work.

II/- ORGANIZATION OF IMPLEMENTATION:

1/- Heads of units coordinate with the same-level party committees and mass organizations to promptly disseminate and thoroughly understand the content of the directive among all officials, civil servants, and employees, fully recognizing the significance, purpose, and content of this final sprint campaign, actively responding and participating in the competition tasks, while creating high consensus and unity in organizing the competition to fulfill assigned political tasks, creating motivation and a vibrant competitive atmosphere throughout the sector.

2/- Agencies and units under and affiliated with the Ministry, based on their assigned tasks, concretize competition targets for each collective and individual to strive for; simultaneously widely respond to the final sprint competition in their own organizations and units. Actively and promptly propose appropriate solutions tailored to the nature and characteristics of each unit's tasks to enhance the effectiveness of implementing competition contents and targets.

3/- Newspapers, magazines, websites of the Ministry, and specialized press strengthen cooperation with units to intensify promotional activities regarding the launch of the competition, the process of organizing the competition, and coordinating to evaluate and summarize the results of the competition. Timely identifying good practices, effective management measures for increasing revenue and controlling expenditure, exemplary factors to highlight good people and deeds.

4/- Organizations and competition offices at all levels within the industry shall be responsible for advising leadership and party cells of units to organize and implement effectively the final spurt competition movement at their units. The results of this competition period will serve as important grounds for awarding commendation titles, recommending awards, and high commendations in 2013. The summary of the competition period will be conducted in January 2014. Forms of rewards include Competition Flags and Certificates of Merit from the Minister of Finance for units and individuals with outstanding achievements; exemplary collectives leading and excelling in task implementation, selected by the Ministry's Competition and Award Council and related units according to the First, Second, and Third prizes in each field of work recommended for Competition Flags by the Government.

5/- The Director of the Ministry’s Office and the Head of the Department of Competition and Awards shall be responsible for coordinating with the heads of units to organize and implement, monitor, urge, inspect, evaluate the situation, and regularly report to the Ministry the results of implementing this Directive at monthly departmental meetings; coordinate with the Ministry's Competition and Award Council to organize evaluations, classify competitions, and propose rewards.
