Resolution No. 03 on organizing and mobilizing young people to actively plant trees, protect forests, and develop forestry economics

RESOLUTION

JOINT CIRCULAR OF THE MINISTRY OF FORESTRY AND THE COMMUNIST YOUTH UNION OF VIETNAM NO. 03, JUNE 20, 1985 ON THE ORGANIZATION AND MOTIVATION OF YOUTH TO SPUR TREES PLANTING, FOREST PROTECTION, AND FORESTRY ECONOMIC DEVELOPMENT

I. SITUATION AND TASKS FOR FORESTRY ECONOMIC DEVELOPMENT:

Forests in our country cover three-quarters of the total natural land area. The task of planting trees, repairing, and protecting forests plays a crucial role in the construction of socialism, protection and improvement of the environment, meeting urgent current needs, and long-term goals for the construction and defense of the country.

Efficient exploitation and utilization of existing labor force, land, and resources have strategic importance in the policy of economic and social development of our country. Under the leadership of the Central Committee of the Party, in recent years, the Forestry sector, together with localities and other sectors, has made many efforts in organizing management, protecting forests, planting trees, and has achieved significant results. Among them, young people across the country have made considerable contributions to the tree planting movement and forest management and protection. Youth projects have been built in both state-owned forestry economic areas and collective economic zones, although the level varies from place to place and the results are still limited in many aspects, they have opened up a new and encouraging direction. However, our country's forests have been severely devastated, with currently 13.6 million hectares of bare hills and mountains.

The Fifth National Congress of the Party clearly states the goal: "strive to use all 10 million hectares of agricultural land and 15 million hectares of forestry land over three five-year plans."

Specific tasks related to forestry production and forest construction during the period from 1985 to 1990 are that the whole country will strive to plant about 700,000 hectares of concentrated forests, 2 billion scattered trees, repair 200,000 hectares of natural forests, green 1 million hectares of bare hills and mountains, manage and firmly protect existing natural and planted forests.

To achieve these goals, it is necessary to gradually implement the strategy of redistributing labor and population, exploiting and utilizing land and resources in the direction of combining agriculture and forestry. This requires further enhancing the role of collective ownership of the working people, with youth being the vanguard force on the front of forest management and protection, greening bare hills and mountains, contributing to solving the increasing needs of socialist industrialization and people's livelihood, improving the environment, and bringing beauty to the country.

Based on the strategic mission of the Party and the goal of training and educating the younger generation to become a new class of socialist workers, the Secretariat of the Communist Youth Union of Vietnam and the Minister of Forestry have agreed to organize and motivate young people nationwide to actively promote the movement of planting trees, protecting forests, and developing forestry economy with the following requirements:

1- Widely and strongly launch among the youth the movement of planting trees, managing and protecting forests, and processing forest products, contributing to the development of the socio-economic economy to meet the goals set by the Party Congress.

2- Educate and train the youth to become a new class of workers with awareness and ability to collectively own, understanding of economic management, promoting the movement of creative labor, actively researching and widely applying scientific and technological progress into forestry production.

3- Through the implementation of resolutions, gradually improve and enhance the methods of organizing revolutionary actions of the youth, build and consolidate the organization of the Youth Union, contribute to gradually perfecting the mechanism for coordinating activities between the Youth Union and the Forestry sector as well as other economic and technical sectors. At the same time, train and cultivate cadres of the Youth Union, select active members to train professional cadres of the Forestry sector.

II. CONTENT OF TASKS:

1. Organizing and motivating young people to participate in planting trees

At each level, the Youth Union must coordinate with the Forestry sector and localities to investigate, plan, design, and develop business plans for forests, launch competitive movements for planting trees, greening barren hills and mountains, vacant lands, coastal sand beaches, school gardens, around offices, military camps, public places, and family gardens using various types of timber, firewood, fruit, specialty export trees, striving to achieve the following targets:

- Each young person in the delta and coastal regions plants at least 15 trees per year ensuring good survival.

- Each young person in mountainous and midland regions plants at least 10 trees per year ensuring good survival.

2. Organizing young people to participate in managing and protecting trees and forests.

In each locality, the Youth Union and the Forestry agency need to cooperate in organizing young volunteer teams consisting of local youth, youth in specialized forest protection forces, military, and police youth, regularly implementing necessary forms and measures to protect trees, forests, and state-managed forest products.

3. Motivating young people in the Forestry sector to advance into science and technology, research, innovation, and application of scientific and technological progress into production to continuously increase labor productivity. The Youth Union and the Forestry agency will cooperate in organizing activities, gradually cultivating young people with necessary professional, technical, and management knowledge, creating every condition for young people in the sector to improve their professional skills, increase labor productivity, and improve product quality to exceed national plans.

4. Organizing and motivating young people to actively participate in building material and technical infrastructure for the Forestry sector such as expanding roads, establishing nurseries and seed centers, wood wharves, residential areas, and public welfare facilities.

III. FORMS OF ACTIVITY

1. Organizations shall organize and construct youth-named projects such as "Youth Tree Garden," "Youth Tree Road," "Youth Park," "Youth Forest Camp," "Youth Timber Farm," etc., according to their capacity and specific conditions.

Youth projects must be included in the planning and plans of relevant sectors and localities, focusing on constructing youth projects in key forest areas with significant economic and social importance and national defense, and they must meet productivity, quality, and efficiency requirements.

It is necessary to engage in tree planting activities with educational content on traditional tree planting sentiments before enlistment, before marriage registration, in memory of martyrs, etc.

2. Mobilize forces to organize labor campaigns to address urgent tasks serving the completion of state plans such as "Concentrated Reforestation during Fire Prevention and Control Season," "Construction," "Extraction," "Transportation," and "Processing."

3. Expand economic cooperation forms, coordinate social activities, and establish partnerships between forestry bases and local youth to organize youth forces to participate in youth projects according to the forestry sector's plan.

IV. ORGANIZATIONAL MEASURES FOR IMPLEMENTATION

1. To effectively implement the joint resolution of the Central Youth Union and the Forestry Sector, clarifying responsibilities from the central level to localities and grassroots levels as follows:

- The Forestry Sector: proactively prepare surveys, planning, and unify with the Youth Union to clearly define the responsibilities of the Youth Union and the sector in protecting, caring for, and reforesting, including small forest zones, roads, canals, field edges, degraded hillsides, public areas, etc., to manage, protect, repair forests, seedling cultivation, and reforestation. The sector is responsible for providing technical guidance, supplying trees, seeds, and necessary funds and materials to create favorable conditions for Youth Union units to fulfill their tasks well.

- The Youth Union has the responsibility to mobilize and organize young people to actively participate in the development of the forestry economy based on planning, plans, and forestry economic and technical indicators, aiming to achieve tangible economic benefits.

- The Youth Union and the Forestry Sector at all levels from the central to the grassroots must adopt appropriate forms and measures to launch vibrant and widespread competitive movements gradually building material and technical foundations to improve the cultural and spiritual life of young people, such as cultural houses, clubs, entertainment areas. Every three months, six months, and annually, the Central Youth Union and the Ministry of Forestry will guide localities and grassroots units to conduct mid-term and final reviews to timely draw lessons and develop programs and plans for future periods.

2. The Ministry of Forestry and the Central Youth Union will unify the organizational and directive mechanisms as follows:

The Minister of Forestry will assign 1 to 2 engineers knowledgeable about youth work to the Central Youth Union to cooperate in directing implementation.

The Minister of Forestry and the Secretariat of the Central Youth Union will entrust the Forestry Department (Ministry of Forestry) and the Central Youth Union Rural Youth Department with the responsibility to continuously monitor and compile information for annual meetings between the Minister and the Secretary General of the Central Youth Union, regular quarterly and biannual meetings between Deputy Ministers and Secretaries.

The Minister of Forestry and the Secretariat of the Central Youth Union will entrust the propaganda departments of both sides with the responsibility to effectively carry out information dissemination and publicity to encourage and motivate exemplary models, while identifying and proposing commendation forms for individuals and groups who have excellently fulfilled the tasks set forth in the Resolution.

By 1985.

a) The Forestry Sector and the Youth Union will collaborate to develop a joint activity program and specify the content and organizational forms for local levels.

b) Each local and grassroots Youth Union cadre must build at least one youth project to draw lessons for future years' guidance.

Further enhancing the role of young people as the main body in the socialist society's construction and development, the Secretariat of the Communist Youth Union of Ho Chi Minh and the leadership of the Ministry of Forestry firmly believe that the youth across the country will launch a strong movement of socialist labor competition, contributing many talents and efforts to the development of the forestry economy, positively contributing to the successful implementation of the Fifth Party Congress Resolution and subsequent resolutions of the Central Committee.
