JOINT CIRCULAR
Regarding the regulation on the collection of postal fee quotas at the commune level
Circular No. 04/LBTC-TCBD dated May 10, 1969 stipulates that communal-level agencies sending official documents through the post must pay postage fees according to the quota system, with each commune required to pay 10 dong per month.
Pursuant to Decision No. 220/CP dated May 29, 1981 of the Council of Ministers, the regular letter postage rate was increased from 0.12 dong to 0.30 dong. To implement this decision and to be consistent with the new situation, the Joint Ministries decide to increase the monthly postal quota for communes from 10 dong to 25 dong.
Each month, the Commune People's Committee shall allocate funds from the commune budget to directly pay the aforementioned quota fee to the District Post Office within the first ten days of each month based on the notification and invoice issued by the District Post Office.
This Circular takes effect from February 1, 1982.
