THE MINISTER OF INDUSTRY

Pursuant to Decree No. 74/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Pursuant to the Government's Operational Regulations issued together with Decree No. 13/CP dated December 1, 1992;

At the proposal of the Minister's Office Director,

DECISION:

Article 1. Principles for the allocation of work between the Minister and Deputy Ministers:

1. The Deputy Minister assists the Minister in directing specific areas of the Ministry's work according to the allocation by the Minister, has the authority to resolve all matters within their assigned area, and is responsible to the Minister, except for those matters directly handled by the Minister.

2. Within the scope of their authority and assigned tasks, Deputy Ministers independently resolve matters; if issues relate to areas overseen by another Deputy Minister, they actively coordinate with each other to resolve them; in case of disagreement, they report to the Minister for decision.

3. Depending on the work situation, the allocation of responsibilities between the Minister and Deputy Ministers may be adjusted.

4. The Minister is responsible for decisions made by Deputy Ministers related to the implementation of tasks allocated by the Minister.

5. Every Monday morning, the Minister and Deputy Ministers convene a briefing meeting to resolve matters requiring collective discussion.

Article 2. Within the scope of their assigned tasks, Deputy Ministers have responsibilities and authorities:

1. To direct the Ministries' agencies and economic-technical sectors in formulating strategies, plans, mechanisms, policies, and draft Laws and Ordinances to submit to the Government.

2. To inspect and urge the functional Departments and economic-technical sectors to organize the implementation of Government and Ministry decisions, policies, and laws; to identify and propose necessary amendments and supplements.

3. Specifically in the investment sector, the Deputy Minister overseeing the relevant economic-technical sector is responsible for appraising and approving domestic, joint venture, and foreign investment projects within that sector (pre-feasibility studies, economic-technical justifications, designs, budgets, and final accounts...). The Deputy Minister in charge of basic construction investment oversees the entire sector and serves as the focal point for planning and overall coordination.

4. A Deputy Minister designated by the Minister to act as the permanent Deputy Minister handles matters when the Minister is absent. When the permanent Deputy Minister is absent, the Minister appoints another Deputy Minister to temporarily serve as the permanent Deputy Minister.

Article 3. Specific allocation of responsibilities between the Minister and Deputy Ministers is as follows.

1. Minister Dang Vu Thu:

Overall leadership and comprehensive management of the industry's work and the State program on automation technology;

Directly directs strategic, planning, and major balance areas in industrial development; organizational and personnel affairs, organizational reform and enterprise management; inspection, law, and commendation-discipline;

Oversees the Personnel and Organization Department, the Inspectorate.

2. Deputy Minister Le Huy Cong:

-Serves as the permanent representative and leads internal administrative work of the Ministry;

-Oversees and directs production plan, import-export, labor, wages, health, national defense, coordination with internal administrative agencies, mass organizations, and media;

-Monitors consumer goods industry: Vietnam Textile and Garment Corporation, Vietnam Paper Corporation, Vietnam Leather Corporation, Vietnam Ceramic and Glass Industry Corporation, Vietnam Plastic Corporation;

-Oversees the Planning and Investment Department, the Ministry Office.

3. Deputy Minister Nguyen Xuan Chuan:

-Oversees and directs international cooperation and foreign economic relations, relations with international organizations; information technology programs and administrative reform;

-Monitors machinery, metallurgy, electronics, and IT industries: Vietnam Steel Corporation, Vietnam Industrial Machinery Corporation, Vietnam Power Machinery and Agricultural Machinery Corporation, Vietnam Electronics and IT Corporation;

-Oversees the International Cooperation Department, Vietnam Industry Newspaper.

4. Deputy Minister Gia Tan Ding:

-Oversees and directs education and training, natural resources, and industrial safety;

-Monitors geological and mineral resource industries: Vietnam Mineral Corporation, Vietnam Gem and Gold Corporation;

-Oversees the Vietnam Geological Survey and Mineral Resources Administration, the Industrial Safety Technical Inspection Supervision Bureau, training institutions.

5. Deputy Minister Hoang Trung Hai:

-Oversees and directs investment, basic construction, and flood prevention;

-Monitors energy industries: Vietnam Electricity Corporation, Vietnam Coal Corporation, Vietnam Electrical Equipment Corporation, Vietnam Energy and Mining Machinery Corporation, construction and investment consulting companies;

-Oversees the Planning and Investment Department (basic construction investment section).

6. Deputy Minister Le Quoc Khanh:

-Oversees and directs science and technology, environment, northern local industry (from Quang Tri northward), new material technology programs;

-Monitors chemical and petrochemical industries: Vietnam Chemical Corporation;

-Oversees the Technology Management and Product Quality Department, scientific research agencies.

7. Deputy Minister Nguyen Minh Thong:

-Oversees and directs finance, pricing, enterprise shareholding, southern small-scale cooperative and local industry (from Thua Thien-Hue southward);

-Monitors food processing industries: Vietnam Tobacco Corporation, Vietnam Beer-Wine-Soda Corporation, Vietnam Dairy Corporation, Vietnam Vegetable Oil-Aroma-Makeup Corporation, Vietnam Food Industry Corporation, and Hai Ha Confectionery Corporation;

-Oversees the Finance and Accounting Department.

Article 3: This Decision takes effect from the date of issuance.

Deputy Ministers, the Minister's Office Director, the Inspectorate Director, Department Heads, Bureau Chiefs, Institute Directors, Provincial Industry Directors, General Directors, and Directors of industry agencies and enterprises are responsible for implementing this Decision.
