RESOLUTION
Regarding the regular meeting of the Government in March 1998

On March 25 and 26, 1998, the Government convened its regular meeting in March 1998 to discuss and adopt the following issues:
1. The Government reviewed the Socio-Economic Development Program for Particularly Difficult Communes presented by Minister-Chairman of the Committee for Ethnic Minorities and Mountainous Areas, Mr. Hoang Duc Nghia. This is a particularly important program in the national socio-economic development strategy, not only affecting economic and social development, improving the living conditions of ethnic minorities in these regions, but also contributing to addressing security and defense issues in critical areas of the country. The Government instructed the Steering Board implementing the socio-economic development program for particularly difficult communes (established pursuant to Decision No. 13/1998/QĐ-TTg dated January 23, 1998) to accurately classify and identify the scope of particularly difficult communes, realistically assess the feasibility of budgetary funds and other potential sources of funding to ensure the program's implementability and effectiveness, aiming to achieve concrete and tangible progress in socio-economic development in these particularly difficult regions within the next five years.
The Steering Board implementing the socio-economic development program for particularly difficult communes is tasked with coordinating with relevant sectors and localities, incorporating opinions from the meeting, paying attention to summarizing successful models and effective practices from localities and grassroots levels, organizing research to determine steps and specific projects on economic development, population resettlement, infrastructure construction, cultural, health, and educational development of these communes; simultaneously conducting pilot programs in some places to draw lessons, supplement, and perfect the Program, submitting it to the Prime Minister for approval in August 1998 and preparing conditions for vigorous implementation in subsequent years.
The Steering Board implementing the socio-economic development program for particularly difficult communes assists the Government in directing ministries, sectors, and localities to coordinate activities under the Program. The Chairmen of People's Committees of provinces and districts have the responsibility to directly organize the implementation of this Program within their respective jurisdictions under the supervision of the People's Councils and guidance and inspection of the Steering Board.
2. Adoption of the draft Resolution of the Government on strengthening crime prevention work in the new situation and the draft National Crime Prevention Program presented by Minister of Interior Le Minh Huong. The Ministry of Interior is tasked with coordinating with the Ministry of Justice, the Government Office, and related agencies, incorporating opinions from the meeting, completing the draft Resolution and Program, and submitting them to the Prime Minister for issuance in April 1998. The Ministry of Interior and related ministries and sectors must urgently develop specific plans to implement the Resolution and Program.
3. Adoption of supplementary reports on the implementation of the 1997 plan, the first quarter 1998 plan implementation report, and the implementation of the 1998 plan presented by Minister of Planning and Investment Tran Xuan Gia, and supplementary reports on the state budget revenue and expenditure in 1997, the first quarter 1998 state budget implementation report, and the implementation of the 1998 state budget revenue and expenditure presented by Minister of Finance Nguyen Sinh Hung. The Ministry of Planning and Investment and the Ministry of Finance are tasked with coordinating with the Government Office and related agencies, incorporating opinions from the meeting and directives from the Politburo, completing the reports for submission to the third session of the tenth National Assembly in April 1998.
4. Legal drafting work:
4.1. Adoption of the draft Resolution on the Implementation Rules for Democratic Activities at Commune Level presented by Minister and Head of the Government Organization and Cadre Department, Mr. Do Quang Trung. The Government Organization and Cadre Department is tasked with coordinating with the Ministry of Justice, the Government Office, and related agencies, incorporating opinions from the meeting, completing the Decree, and proposing a pilot scheme, to be submitted to the Prime Minister for issuance in April 1998.
4.2. Adoption of the draft Decree on the Detailed Regulations of Health Insurance presented by Minister of Health Do Nguyen Phuong. The Ministry of Health is tasked with coordinating with the Ministry of Justice, the Government Office, and related agencies, incorporating opinions from the meeting, completing the Decree, and submitting it to the Prime Minister for issuance in April 1998.
4.3. Adoption of the draft Decree detailing the implementation of the Law on Corporate Income Tax and the draft Decree detailing the implementation of the Law on Value Added Tax presented by Minister of Finance Nguyen Sinh Hung. The Ministry of Finance is tasked with coordinating with the Ministry of Justice, the Government Office, and related agencies, incorporating opinions from the meeting, completing the aforementioned Decrees, and submitting them to the Prime Minister for issuance in April 1998.
5. Prime Minister Phan Van Khai delivered concluding remarks, urging members of the Government, heads of government agencies, and Chairmen of Provincial People's Committees to make efforts, take concrete and practical measures to overcome difficulties, and implement the socio-economic development targets for 1998 approved by the National Assembly, as well as the Government's work program. In the second quarter of 1998, they should focus on resolving reasonable requests from enterprises; mobilize all resources, especially domestic resources, to accelerate basic construction investment; and promptly implement poverty reduction programs effectively./.
