 RESOLUTION

RESOLUTION NO. 04/1999/NQ-CP OF THE GOVERNMENT ON MARCH 29, 1999 AT THE REGULAR MEETING OF THE GOVERNMENT IN MARCH 1999

On March 24 and 25, 1999, the Government convened its regular meeting for March 1999, discussed, and adopted the following issues:

1. Approving the supplementary report on the implementation of the plan in 1998, the first quarter of 1999, and the deployment of the implementation of the plan in 1999, presented by Minister Tran Xuan Gia of the Ministry of Planning and Investment; the supplementary report on the implementation of the state budget in 1998 and the work to deploy the state budget tasks in 1999, presented by Minister Nguyen Sinh Hung of the Ministry of Finance; the report on the results of exports in 1998 and measures to promote exports in 1999, presented by Minister Truong Dinh Tuyen of the Ministry of Trade.

a. Entrusting the Ministry of Planning and Investment and the Ministry of Finance to take the lead, coordinate with the Government Office and relevant agencies, incorporate the opinions of government members, perfect the two reports mentioned above, and submit them to the Prime Minister for review before presenting to the National Assembly, Session 5, Term X.

b. Entrusting the Ministry of Trade to take the lead, coordinate with the Government Office and related ministries and sectors, incorporate the opinions of government members, perfect the measures to promote exports in 1999, and submit them to the Prime Minister for issuance in April 1999 to address difficulties, maintain and accelerate the growth rate of export turnover.

c. Entrusting the Ministry of Planning and Investment to take the lead, coordinate with the Government Office, select and compile a list of guiding and managing measures for each field, focusing on measures to boost production and product consumption, investment development, attracting foreign investment, clearly stating the completion time, and submitting them to the Prime Minister in April 1999 for allocation to relevant ministries and sectors to draft into regulatory texts, thereby creating a consistent legal basis for implementing the 1999 plan; at the same time, strengthening guidance, urging, and inspecting the implementation process.

2. Approving the project "Ordinance on Emergency Situation," presented by Minister Nguyen Dinh Loc of the Ministry of Justice. Entrusting the Ministry of Justice to take the lead, coordinate with the Ministry of Public Security, the Ministry of Defense, the Ministry of Foreign Affairs, the Government Office, and relevant agencies, perfect the ordinance project, report to the Prime Minister for review and decision-making, and submit it to the Standing Committee of the National Assembly in April 1999.

3. Approving the draft "Government Decree on the Method of Returning Houses, Rental Prices for Houses Not Returned, and Establishing Ownership Rights for Houses in Cases Specified in Resolution No. 58/1998/NQ-UBTVQH10 of the Standing Committee of the National Assembly dated August 20, 1998 Regarding Civil Transactions on Housing Established Before July 1, 1991," presented by Minister Nguyen Manh Kiem of the Ministry of Construction. Entrusting the Ministry of Construction to take the lead, coordinate with the Ministry of Justice, the Government Office, and relevant agencies, perfect the decree draft, and submit it to the Prime Minister for issuance in April 1999.

4. The Government heard the presentation of Minister and Director of the Government Office Duong Manh Giao on the report on the Government's leadership and management activities in the first quarter of 1999; Minister Nguyen Sinh Hung of the Ministry of Finance on the report on the preparation for the issuance of treasury bonds; General Director Le Van Toan of the General Statistics Office on the report on the preparation and implementation of the general population and housing census starting from April 1, 1999; Deputy Minister Nguyen Khanh Toan of the Ministry of Public Security on the report on the results of the four-month implementation of the Prime Minister's decision on launching a high-intensity campaign against drug abuse.

The Government agrees with the aforementioned reports. The Government assesses that the economic and social situation in the first quarter of 1999 has shown certain changes, the poverty alleviation program and support for particularly difficult communes have been implemented early; monetary policy, prices, and markets are basically stable, the thrift and transparency policies have begun to be integrated into daily life... but overall, the economy faces many difficulties, especially low industrial production growth compared to the same period, reduced export turnover and foreign direct investment, decreased domestic purchasing power, severe drought and saline intrusion causing significant difficulties for agricultural production and people's livelihoods...

The Government requests all sectors and levels to focus their efforts on closely directing with appropriate measures, decisively in the implementation of the 1999 plan, particularly addressing difficulties and inconveniences for businesses and people to exploit all resources to boost production; opening new markets; continuing to guide the resolution of obstacles, effectively implementing new tax laws; having solutions to consume all winter-spring rice and goods, properly directing summer-autumn crop production; quickly mobilizing capital to concentrate on investing in essential water conservancy projects; taking specific measures to proactively respond to complex developments of drought and floods... Government members assigned responsibilities should continue to delve deeply into localities to promote the planting of five million hectares of forests, the poverty alleviation program, mobilize people's resources for development investment, practice thrift in consumption and investment... In the short term, particular attention should be given to directing the relief of difficulties for people in areas severely affected by drought and lack of water for production and living, providing timely and effective assistance to households suffering from hunger due to natural disasters.

Pursuant to Plan 03-KH/TW dated February 10, 1999 of the Politburo on implementing the Resolution of the 6th Plenum (second session) and the movement for building and rectifying the Party, the Government requests members of the Government and heads of agencies under the Government to allocate appropriate time to carry out self-criticism and mutual criticism of the collective and individual according to the plan, with a focus on reviewing the implementation of political tasks of their ministries and sectors through the implementation of Party resolutions and Government programs; seriously review moral character and lifestyle; study and reconsider the functions, tasks, authorities, and administrative organizational structure of their agencies to propose solutions to improve efficiency, eliminate overlapping functions, bureaucracy, harassment, and corruption.

The Government also requests members of the Government to examine and propose adjustments to projects in the Government's work program for 1999 so that the program is consistent with actual conditions.
