Supplementing guidance on communes eligible for special allowances as prescribed in Joint Circular No. 02/LB-TT dated January 25, 1994 of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of FinanceImplementing the Prime Minister's opinion in Document No. 5610/VPCP-VX dated December 25, 2000, after exchanging opinions with the Government Organizational and Cadre Department, the Ministry of National Defense, the Ministry of Public Security, the Joint Circular of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance supplements the special allowance regime as follows

1. Supplementing the list of communes eligible for special allowances (Annex attached) to the annex issued together with Joint Circular No. 02/LB-TT dated January 25, 1994 of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance.:

2. The application subjects, allowance levels, and payment methods shall be implemented according to the provisions of the aforementioned Joint Circular No. 02/LB-TT dated January 25, 1994.

This Circular takes effect from January 1, 2001. In the course of implementation, if there are any difficulties, please report them to the Joint Ministries for consideration and resolution.
