JOINT CIRCULAR
Supplemental guidance on communes eligible for special allowances
as stipulated in Circular No. 02/LB-TT dated January 25, 1994
of the Joint Ministry of Labor, Invalids and Social Affairs - Finance

Implementing the Prime Minister's opinion in Document No. 5610/VPCP-VX dated December 25, 2000, after exchanging opinions with the Government Organizational and Cadre Management Board, the Ministry of Defense, the Ministry of Public Security, the Joint Ministry of Labor, Invalids and Social Affairs - Ministry of Finance supplements the special allowance system as follows:
1. Supplement the list of communes eligible for special allowances (Annex attached) to the annex issued together with Circular No. 02/LB-TT dated January 25, 1994 of the Joint Ministry of Labor, Invalids and Social Affairs - Finance.
2. The application subjects, allowance levels, and payment methods shall be implemented according to the provisions of Circular No. 02/LB-TT dated January 25, 1994 mentioned above.
This Circular takes effect from January 1, 2001. In the course of implementation, if there are any difficulties, please report them to the Joint Ministries for consideration and resolution./.
