JOINT CIRCULAR
Amending and supplementing certain provisions of Circular No. 97/TTLB/VHTTTTDL-TC dated June 15, 1990, jointly issued by the Ministry of Culture - Information, Sports and Tourism, and the Ministry of Finance on "Guidelines for financial management systems and state investment policies for public libraries"
Joint Circular No. 97/TTLB/VHTTTTDL-TC dated June 15, 1990, was jointly issued by the Ministry of Culture - Information, Sports and Tourism, and the Ministry of Finance on "Guidelines for financial management systems and state investment policies for public libraries." Now, to align with current circumstances, the Ministry of Culture - Information and the Ministry of Finance issue this circular to amend and supplement certain contents of the aforementioned circular as follows:
1. Point 1, Part II:

- Remove the maximum limit provision for the quota of books and copies that public libraries are allowed to purchase annually.
- Remove the provision stating "mainly from the Soviet Union and friendly countries."
2. Point 2, Part II, supplement the following content: "For libraries not yet classified (including provincial and district libraries), they are permitted to apply the lowest quota of book titles and copies corresponding to first-class libraries."
3. Point 1.b, Part III, supplement the following content: "Expenses for information technology application and utilization in libraries."
This circular shall take effect fifteen days from the date of issuance. During implementation, if there are any difficulties, please report them to the relevant ministries for review and appropriate amendments.
