DIRECTIVE
On Strengthening Fire Prevention and Control Work in the Health Sector
Implementing the Law on Fire Prevention and Fighting dated September 26, 2001, which came into effect on October 4, 2001, and Decree No. 35/2003/NĐ-CP dated April 4, 2003 of the Government detailing the implementation of certain provisions of the Law on Fire Prevention and Fighting, the deployment and implementation of fire prevention and fighting work at units under the health sector have shown some changes and achieved certain results. However, fire prevention and fighting work at some units under the health sector have not been truly prioritized, with some fires and explosions still occurring, causing property damage and affecting the professional activities of the units. The cause of this situation is that the heads of units have not provided strict guidance, and investment in equipment, propaganda, and training for fire prevention and fighting has not been given due importance in many units.
To ensure that fire prevention and fighting work becomes systematic and effective, the Minister of Health instructs units in the health sector to promptly implement the following tasks:
1. Unit leaders must strengthen the dissemination, propaganda, and education of legal normative documents, internal regulations, and rules of their agencies and units regarding fire prevention and fighting to staff members within the unit, aiming to enhance their sense of responsibility in managing and protecting state assets, lives, and properties of citizens, ensuring safety for the agency and unit.
2. Recheck locations and activities with risks of fire and explosion, especially places storing chemicals, oxygen, gasoline, expensive equipment, flammable goods... and review the list of facilities and conditions serving fire prevention and fighting work at their own units. Based on this, develop plans to repair and supplement equipment according to regulations.
3. Issue Internal Regulations on fire prevention and fighting at the unit in accordance with laws on fire prevention and fighting.
4. Coordinate with the Public Security Fire Prevention and Fighting Department to organize professional training in fire prevention and fighting; launch mass movements to participate in fire prevention and fighting; manage and maintain the operation of security teams and fire prevention and fighting teams of the agency and unit.
5. Conduct regular or spot checks on fire prevention and fighting safety; handle or propose handling violations of regulations and internal rules on fire prevention and fighting; organize prompt rectification of deficiencies according to fire prevention and fighting safety regulations.
6. Annually, coordinate with the local Public Security Fire Prevention and Fighting Department to develop a fire prevention and fighting plan accompanied by a responsibility assignment chart for relevant collectives and individuals (including operating funds) and a fire prevention and fighting plan according to regulations (the fire prevention and fighting plan must include: files, floor plans clearly indicating the direction of rescue vehicles, and the allocation of responsibilities to various departments within the agency when incidents occur).
7. Promptly encourage and reward units and individuals with achievements in fire prevention and fighting work, and strictly deal with collectives and individuals who violate fire prevention and fighting laws.
Upon receipt of this Directive, the heads of units must promptly organize its implementation to all cadres and civil servants in the unit. At the same time, report regularly every six months on the fire prevention and fighting activities of the unit to the Ministry of Health and the local Public Security Fire Prevention and Fighting Department, or report promptly any fires or explosions occurring in the unit.
