Clause 4 of Article 6Amending and supplementing certain articles of the Regulations on National Excellent Student Selection Examinations for Grade 12 High School Students issued pursuant to Decision No. 65/1998/QĐ-BGD&ĐT dated December 18, 1998; Decision No. 41/1999/QĐ-BGD&ĐT dated December 10, 1999; Decision No. 44/2001/QĐ-BGD&ĐT dated November 12, 2001; Decision No. 05/2004/QĐ-BGD&ĐT dated March 1, 2004; and Decision No. 05/2005/QĐ-BGD&ĐT dated February 17, 2005 of the Minister of Education and Training, as follows:

1. Article 11 is amended and supplemented as follows:

"Article 11. Subjects

Each candidate may only participate in one subject among mathematics, physics, chemistry, biology, computer science, literature, history, geography, English, and other foreign languages as prescribed by the Ministry of Education and Training.

For each subject in a given examination table, there must be a minimum of five registered candidates to organize the examination.

The registration procedures shall be as prescribed in Article 9 of these Regulations."

2. Article 13 is amended and supplemented as follows:

"Article 13. Content and scope of the examination

In accordance with the current comprehensive high school curriculum and guidelines for teaching and learning specialized subjects at specialized high schools."

3. Article 15 is supplemented as follows:

"Article 15. Examination questions

Examination questions for national excellent student selection must meet the following requirements:

a) Ensuring scientific and pedagogical quality; being consistent with the content and scope of the examination as prescribed in Article 13 of these Regulations.

b) Distinguishing the level of students and ensuring the correct selection of excellent students.

c) The examination questions have not been published anywhere in any form."

4. Point c, Clause 2, Article 21 is supplemented as follows:

"Article 21. Examination question drafting committee

- Organizing the review and providing feedback on the examination questions and guiding the marking process.

5. Clause 3, Article 28 is supplemented as follows:

"Article 28. Responsibilities of candidates

Upon receiving the examination questions, candidates must check and record their identification number on the examination questions. If they notice that the examination questions are missing pages, torn, damaged, blurred, or unclear, they must immediately report this to the invigilator within 15 minutes of receiving the questions."

6. Clause 3, Article 31 is amended as follows:

"Article 31. Principles for awarding prizes

3. The total number of prize winners (from commendation upwards) in each subject in a given examination table shall not exceed 50% of the number of candidates participating in the examination. Among them:

- The number of prize winners from third place upwards shall not exceed 60% of the total number of prizes.

- The number of first-place prize winners shall not exceed 5% of the total number of prizes.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Decision takes effect 15 days after its publication in the Official Gazette. Any previous regulations that conflict with this Decision are hereby abolished.

Article 3. The Chairmen of the People's Committees of provinces and centrally-administered cities, Heads of the Office, Heads of the Personnel Organization Department, Heads of the Planning and Finance Department, Directors of the Department of Testing and Quality Assurance in Education, Heads of the Secondary Education Department, Heads of relevant units under the Ministry of Education and Training, Directors of provincial Departments of Education and Training, Directors of the Hanoi National University, Directors of the Ho Chi Minh City National University, Principals of boarding schools for ethnic minority students under the Ministry are responsible for implementing this Decision./.
