BASED ON THE QUALITY PRODUCTS LAW NO. 18/1999/PL-UBTVQH10 OF DECEMBER 24, 1999, ISSUED BY THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY;
BASED ON THE FOOD SAFETY AND SANITATION LAW NO. 12/2003/PL-UBTVQH11 OF JULY 26, 2003, ISSUED BY THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY;

Article 1: THESE REGULATIONS ON THE MANAGEMENT OF PRODUCTION AND CERTIFICATION OF SAFE VEGETABLES ARE HEREBY ISSUED.
Article 2: THIS DECISION SHALL TAKE EFFECT 15 (FIFTEEN) DAYS FROM THE DATE OF PUBLICATION IN THE OFFICIAL GAZETTE AND SHALL REPLACE DECISION NO. 67/1998/QD-BNN-KHCN OF APRIL 28, 1998 OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT ON TEMPORARY PROVISIONS FOR THE PRODUCTION OF SAFE VEGETABLES.
Article 3: THE HEAD OF THE MINISTRY'S OFFICE, THE DIRECTOR OF THE PLANT CULTIVATION DEPARTMENT, THE DIRECTOR OF THE SCIENCE AND TECHNOLOGY DEPARTMENT, THE DIRECTOR OF THE PLANT PROTECTION DEPARTMENT, THE DIRECTORS OF THE AGRICULTURE AND RURAL DEVELOPMENT DEPARTMENTS OF THE PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, AND THE ASSOCIATED ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
