MINISTER OF INFORMATION AND COMMUNICATIONS
Pursuant to the Ordinance on Posts and Telecommunications dated May 25, 2002;
Pursuant to the Government Decree No. 86/2002/ND-CP dated November 5, 2002, stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 157/2004/ND-CP dated August 18, 2004, detailing the implementation of certain provisions of the Ordinance on Posts and Telecommunications regarding postal services;
Pursuant to the Government Decree No. 128/2007/ND-CP dated August 2, 2007, on express delivery services;
At the proposal of the Director of the Postal Department,
DECISION:
Article 1. Reserves exclusively for Vietnam Post the provision of services for collection, sorting, transportation, and delivery using physical means, information in the form of addressed documents (including combined express delivery services and direct mail advertising services), with individual weight not exceeding two (02) kilograms, and at lower rates than:
- Eight thousand Vietnamese dong (VND) per item for domestic express delivery services and for the delivery phase within the territory of Vietnam of international inbound express delivery services;
- One hundred fifty thousand Vietnamese dong (VND) per item for international outbound express delivery services from Vietnam to foreign countries.
Services reserved for Vietnam Post do not include the provision of book, newspaper, magazine, and regular publication express delivery services.
Vietnam Post shall provide reserved services in accordance with current legal regulations on price control and service quality management.
Article 2. Other express delivery enterprises may provide services outside the scope of services reserved for Vietnam Post as specified in Article 1 of this Decision.
Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette. The Decision No. 22/2007/QD-BBCVT dated August 2, 2007, on services reserved for Vietnam Post is hereby repealed.
Article 4. The Head of the Office, the Director of the Postal Department, the Heads of agencies and units under the Ministry, the General Directors of Vietnam Post Corporation, and the Directors of enterprises operating express delivery services are responsible for implementing this Decision./.
