Pursuant to Decree No. 13/2008/ND-CP dated February 4, 2008 of the Government on the organization of specialized agencies under provincial People's Committees and municipal People's Committees directly under the Central Government;
Pursuant to Decision No. 82/2004/QD-BNV dated November 17, 2004 of the Ministry of Home Affairs on the issuance of the standard for the Director of the Department and equivalent positions under provincial People's Committees and municipal People's Committees directly under the Central Government;

DECISION:
Article 1.Issued together with this Decision is the "Standard for the Director of the Department of Industry and Trade" to serve as a basis for provincial People's Committees and municipal People's Committees directly under the Central Government to consider the appointment of Directors of Departments of Industry and Trade.
Article 2.This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Heads of the Office of the Ministry, the Heads of the Cadre and Civil Servant Organization Department, the Heads of units under the Ministry, provincial People's Committees and municipal People's Committees directly under the Central Government, and the Heads of related agencies are responsible for implementing this Decision.

PART I
GENERAL STANDARDS
Article 1. Ideology and Politics
1. To have a spirit of patriotism, dedication to serving the people, firmness in the goal of national independence and socialism, striving to implement effectively the Party's policies, state policies, and laws.
2. To be thrifty, honest, impartial, and incorruptible; not to engage in corruption. To have a sense of organizational discipline; to be sincere, not opportunistic; closely connected with enterprises and the people, and trusted by the people.
3. To have a level of understanding of political theory, firmly grasp the Party's viewpoints and policies, and state policies and laws; to have an appropriate level of education and professional expertise, sufficient capability to work effectively (especially in the field of industry and trade), meeting the requirements of assigned tasks.
Article 2. Files and Resume
To have complete files and a clear personal resume confirmed by competent authorities, including declarations of assets and real estate according to Decree No. 37/2007/ND-CP dated March 9, 2007 of the Government on transparency of assets and income.
Article 3. Age
1. Civil servants appointed for the first time to the position of Director of the Department of Industry and Trade must not exceed 55 years old for males and 50 years old for females.
It is encouraged to appoint young civil servants with good foreign language and computer skills.
2. In cases where civil servants who have ceased to hold leadership positions at or above Deputy Director of the Department or equivalent positions under provincial People's Committees are considered for reappointment as Director of the Department of Industry and Trade after a period of service, the age requirement shall be implemented as stipulated in Point 1 of this Article.
Article 4. Other criteria
1. Having sufficient health to fulfill assigned tasks.
2. An officer who has been disciplined with a warning or higher, shall not be appointed to the position of Department of Industry and Trade Director for at least one year from the date of the disciplinary decision.
3. The term of each appointment is five years.
Chapter II
SPECIFIC CRITERIA
Article 5. Political qualities
1. Loyalty to the country, the Party, and the people, actively implementing the industrialization and modernization of the nation, demonstrated by the effectiveness and quality of assigned work.
2. Possessing firm resolve, daring to think, act, and take personal responsibility; openly struggling against conservative and stagnant thoughts, resolutely fighting against corruption.
3. Internal unity; gathering and harnessing the strength of the collective.
4. Democratic and equal working style with colleagues, impartial and selfless.
Article 6. Management capacity
1. Ability to research and draft regulatory legal documents, propose strategic orientations and development plans concerning industry and trade within the province for issuance by the Provincial People's Council, propose economic and technical solutions regarding the industry and trade sector throughout the province to the Provincial People's Council, and implement them according to the functions and responsibilities of the Department.
2. Capacity to manage and direct the activities of the Department, thoroughly understanding industrial, small-scale industrial, and commercial activities within the province; ability to guide and organize the implementation of policies of the Party and State and of the province on developing industry and small-scale industry, preserving and developing traditional trades, and promoting local commerce.
Article 7. Knowledge
1. Thorough understanding of the Party and State's policies on developing industry and commerce.
2. Thorough understanding of legal regulatory documents related to the Department's activities.
3. Familiarity with the political, economic, and social situation of the locality, the country, neighboring countries, and globally.
Article 8. Professional and vocational qualifications
1. Holding a bachelor's degree or higher in industrial engineering, economics, or economic management and commerce; having at least five years of work experience in the industry or commerce sector.
2. Holding a senior administrative management qualification in the civil service.
3. Holding a high-level theoretical political education qualification.
4. Proficient in a commonly used foreign language at level C or above.
5. Skilled in using office computer software for management tasks./.
