THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to the Civil Servant Law amended and supplemented in 2003;

Pursuant to Decree No. 117/2003/ND-CP dated October 10, 2003 of the Government on recruitment, utilization, and management of cadres and civil servants in state agencies and Decree No. 09/2007/ND-CP dated January 15, 2007 of the Government amending and supplementing certain articles of Decree No. 117/2003/ND-CP;

Pursuant to Decree No. 48/2008/ND-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

At the proposal of the Chairman of the State Audit Office in Circular No. 1889/TCCB dated September 11, 2008 regarding the issuance of job titles, code numbers, and professional standards for the ranks of civil servants in the inspection sector and upon consideration of the proposal of the Director of the Civil Servants and Public Officials Department,

DECISION:

Article 1. Issuing the professional standards for the ranks of civil servants in the inspection sector (with attached professional standards), b) Explanation and calculation of cost components and profit of Electricity Corporation i, including:

1. Senior Inspector            Rank code 04.023

2. Principal Inspector                Rank code 04.024

3. Inspector                           Rank code 04.025

Article 2. The professional standards for the ranks of civil servants in the inspection sector serve as the basis for implementing recruitment, utilization, and management of the inspection sector's civil servant workforce. Ministries, ministerial-level agencies, and government-affiliated agencies shall base their specific guidelines on the professional standards for the ranks of civil servants in the inspection sector as prescribed in this Decision for the inspection civil servants under their management.

Article 3. This Decision takes effect 15 days from the date of publication in the Official Gazette and replaces Decision No. 818/TCCP-VP dated October 21, 1993 of the Minister, Head of the Organization and Cadre Department of the Government (now the Minister of Home Affairs) on the issuance of professional standards for the ranks of civil servants in the State Inspection Sector.

Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.

PROFESSIONAL STANDARDS

FOR THE RANKS OF CIVIL SERVANTS IN THE INSPECTION SECTOR
(Attached to Decision No. 04/2008/QD-BNV dated November 17, 2008 of the Minister of Home Affairs)

I. SENIOR INSPECTOR

1. Responsibilities:

A Senior Inspector is a specialized civil servant of central, provincial, and municipal inspection agencies who implements inspection decisions and other tasks assigned by the inspection agency. A Senior Inspector is entrusted directly or as the head to inspect cases of significant scale and complexity involving multiple sectors and fields; during inspections, they must comply with the law and bear responsibility before the law and the direct supervisor of the managing agency for the inspection tasks.

2. Tasks:

- Lead in drafting plans and organizing the implementation of inspection cases, complaints, and anti-corruption measures within their jurisdiction;

- Directly carry out or organize coordination with relevant agencies and units to collect evidence and files related to assigned inspection cases;

- Draft reports concluding inspections to clarify right and wrong, causes, responsibilities, and recommendations for corrective actions to improve management activities across sectors, fields, or regions;

- Participate in summarizing and evaluating major and complex inspections, wide-scale inspections assigned;

- Lead in developing inspection procedures, complaint resolution, and anti-corruption processes; provide professional training for Principal Inspectors;

- During inspections, perform duties and exercise powers as stipulated in Clause 1, Article 40 and Article 50 of the Inspection Law;

3. Competence:

- Be well-versed in Party policies, state laws, economic, cultural, and social development strategies in each period, sector, and field;

- Have a deep understanding of domestic and international economic and social conditions; be familiar with state principles, systems, policies, and regulations in state administration, economic, cultural, and social management;

- Possess extensive knowledge in various specialties; have the ability to lead inspection teams as team leader or deputy team leader; have the ability to organize and manage Principal Inspectors in performing assigned inspection tasks;

- Lead in summarizing and researching theoretical aspects of professional work; participate in drafting legal documents on inspections, complaint resolution, and anti-corruption;

- Develop training programs and compile professional materials for Principal Inspectors and managers of inspection organizations;

- Have analytical, generalization, and synthesis skills for issues within the scope of multiple sectors and fields.

4. Qualifications:

- Hold a bachelor's degree or higher;

- Hold a certificate in professional training for the Senior Inspector rank;

- Hold a certificate in public administration management training for the Senior Specialist rank;

- Hold a high-level political theory qualification;

- Have a foreign language proficiency level C or higher (one of five languages: English, French, Russian, Chinese, German);

- Have computer office skills;

- Have at least six years of experience in the Principal Inspector rank or equivalent; if transferred from another agency or organization to an inspection agency, they must have at least one year of inspection work experience.

II. PRINCIPAL INSPECTOR

1. Responsibilities:

A Principal Inspector is a specialized civil servant of central, provincial, and district inspection agencies who implements inspection decisions and other tasks assigned by the inspection agency. A Principal Inspector is entrusted directly or as the head to inspect cases of broad scope and complexity involving multiple fields; during inspections, they must comply with the law and bear responsibility before the law and the direct supervisor of the managing agency for the inspection tasks.

2. Tasks:

- Take the lead or participate in building plans, organizing the implementation of inspection cases, handling complaints, accusations, anti-corruption matters within the assigned authority;

- Directly carry out or organize coordination with relevant agencies and units to collect evidence and files related to assigned inspection cases;

- Build inspection conclusion reports to clarify right and wrong, causes, responsibilities, and recommend measures for resolution to improve management activities within the scope of the industry or locality;

- Organize evaluations, draw lessons from the implementation of assigned inspections;

- Possess the ability to participate in building inspection business procedures, complaint and accusation resolution processes, anti-corruption measures; participate in professional training for inspectors;

- During inspections, perform duties and exercise powers as stipulated in Clause 1, Article 40 and Article 50 of the Inspection Law;

3. Competence:

- Master the Party's policies, guidelines, state laws, understand practical state administrative management and economic, cultural, social management, propose and effectively implement assigned inspections;

- Master the principles, systems, policies, regulations of the State in economic, cultural, and social management;

- Have a deep understanding of socio-economic conditions;

- Possess specialized professional knowledge according to the assigned field; have the ability to take responsibility as head or deputy head of inspection teams; organize and guide inspectors and inspection collaborators to perform assigned inspection tasks;

- Possess analytical and evaluation capabilities regarding issues within the scope of industry, sector, or local management;

4. Qualifications:

- Hold a bachelor's degree or higher;

- Hold a certificate in inspector professional training;

- Hold a certificate in state administration professional training for specialist positions;

- Hold a mid-level political theory qualification or equivalent;

- Possess a foreign language proficiency level B or higher (one of five languages: English, French, Russian, Chinese, German). For civil servants working in mountainous, remote, border, or island areas where ethnic minority languages are directly used for work purposes, the foreign language certificate can be replaced with a certificate or recognition of ethnic minority language proficiency issued by an authorized agency;

- Possess office computer skills;

- Have at least nine years of experience in the inspector position or equivalent; if transferred from another agency or organization to the State Inspectorate as a specialist or equivalent position, must have at least one year of inspection work experience;

III. INSPECTOR

1. Responsibilities:

Inspectors are professional staff members of central, provincial, and district-level State Inspection agencies, implementing inspection decisions and other tasks of the State Inspection agency. Inspectors are assigned to inspect cases with limited scale and moderate complexity; they must comply with the law during inspections and are responsible before the law and the direct supervising authority for their inspection duties;

2. Tasks:

- Participate in building plans, organizing the implementation of inspection cases, complaint resolution, accusation handling, anti-corruption matters within the assigned authority;

- Directly carry out or organize coordination with relevant agencies and units to collect evidence and files related to assigned inspection cases;

- Draft minutes, write inspection conclusion reports to clarify right and wrong, causes, responsibilities, and recommend measures for resolution;

- Organize drawing lessons from the implementation of assigned inspections;

- During inspections, perform duties and exercise powers as stipulated in Clause 1, Article 40 and Article 50 of the Inspection Law;

3. Competence:

- Understand the Party's policies, guidelines, state laws to apply them in inspection activities;

- Master the principles, systems, policies, regulations of the State on economic, cultural, and social management;

- Understand socio-economic conditions;

- Master inspection business procedures; possess the ability to perform assigned tasks;

- Possess analytical, synthesis, and evaluation capabilities regarding grassroots management activities;

4. Qualifications:

- Hold a bachelor's degree or higher;

- Hold a certificate in inspector professional training;

- Hold a certificate in state administration professional training for specialist positions;

- Possess a foreign language proficiency level B or higher (one of five languages: English, French, Russian, Chinese, German). For civil servants working in mountainous, remote, border, or island areas where ethnic minority languages are directly used for work purposes, the foreign language certificate can be replaced with a certificate or recognition of ethnic minority language proficiency issued by an authorized agency;

- Possess office computer skills;

- Have at least two years of inspection work experience for newly recruited personnel in the inspection sector (excluding probationary period); if transferred from another agency or organization to the State Inspection agency as a specialist or equivalent position, must have at least one year of inspection work experience.
