Pursuant to the State Budget Law No. 01/2002/QH11 dated December 16, 2002;
Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 67/2006/QD-TTg dated March 21, 2006 of the Prime Minister approving the orientation, goals, tasks of science and technology for the 2006-2010 five-year period;
Pursuant to Decision No. 06/2007/QD-BKHCN dated April 3, 2007 of the Minister of Science and Technology on the issuance of the Regulation on the organization and management of activities of the Key National Social Science Program "Research on Political Theoretical Science for the 2006-2010 Period" with code KX.04/06-10;

Article 1. Issuing the program code for the Key National Social Science Program "Research on Political Theoretical Science for the 2006-2010 Period" with code KX.04/06-10 as set out in Appendix No. 01 attached hereto. All revenues and expenditures from the state budget (including both development investment and recurrent expenses) under Program KX.04/06-10 shall be accounted for according to the program, target, and project codes at the national level as set out in Appendix No. 01 attached hereto and in accordance with the State Budget Manual; specifically, accounting according to Type and Item shall be carried out in accordance with the guidelines set out in Appendix No. 02 attached hereto.
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette. Ministries, ministerial-level agencies, government agencies, central-level mass organizations, and People's Committees of provinces and centrally-administered cities are responsible for directing, implementing, and guiding subordinate units to implement this Decision.
Article 3. The Director of the State Budget Department, the Head of the Ministry’s Office, and the Heads of units under the Ministry of Finance are responsible for guiding and organizing the implementation of this Decision.
