Pursuant to the Law on Management and Use of State Property;

Pursuant to Decree No. 52/2009/NĐ-CP dated June 3, 2009 of the Government detailing and guiding the implementation of certain provisions of the Law on Management and Use of State Property;

Pursuant to Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Considering the proposal of the General Director of the General Department of Physical Culture and Sports;

The Minister of Culture, Sports and Tourism hereby stipulates the standards, norms, and management and usage regimes for training and competition equipment of national sports teams and national junior sports teams,

Article 1. Scope and objects regulated

This Circular stipulates the standards, norms, and management and usage regimes for regular training equipment, specialized training equipment, and competition equipment (hereinafter referred to as equipment) for athletes and coaches of national sports teams and national junior sports teams (hereinafter referred to as national teams) in each sport discipline that is centrally trained and competes according to the decision of the General Director of the General Department of Physical Culture and Sports.

Article 2. Principles of management, allocation, and use of equipment

1. Allocation and use of equipment must be based on standards, norms, and usage functions.

2. Equipment allocation shall be carried out according to the plan approved by the competent authority, ensuring economy, effectiveness, and purposefulness.

Article 3. Sources of funds for purchasing equipment

1. The source of funds for purchasing training and competition equipment allocated to national teams is balanced within the annual budget estimate of the Ministry of Culture, Sports and Tourism in accordance with current state regulations.

2. The State encourages federations, associations, and units to utilize equipment from other legitimate sources to supplement athletes and coaches.

Article 4. Standards for equipment

1. Equipment allocated to national teams must meet the training and competition standards set by the National Sports Federation, International Sports Federation, or the competition rules of the sport.

2. For sports without specified equipment standards, National Sports Training Centers shall provide appropriate equipment based on actual conditions and annual budget balancing capabilities to ensure training and competition conditions for athletes and coaches.

Article 6. Standards for issuing equipment for each sport discipline

Norms for allocating specialized training equipment and competition equipment for each sport are specified in the Appendix attached to this Circular.

Article 7. Distribution System and Time of Issuance

1. The first issuance (one) shall be made when athletes and coaches are concentrated for training according to the first decision of the General Department Director of Sports Training in a given year.

2. The second issuance (two) shall be made for athletes and coaches:

a) Who are concentrated for training for one session in a year for 183 (one hundred eighty-three) days or more.

b) Who are concentrated for training for multiple sessions in a year with a total concentration training time of 183 (one hundred eighty-three) days or more.

Article 8. Planning Work, Budget Preparation, and Inspection

1. Annually, based on the sports training and competition plan approved by the General Department of Sports, the National Sports Training Centers shall cooperate with relevant agencies and units to develop plans and detailed budgets for purchasing equipment for national teams concentrated at the National Sports Training Centers, to be submitted to the General Department of Sports for review and approval in accordance with regulations.

2. Based on the state budget expenditure budget already approved by the competent authority, the Ministry of Culture, Sports and Tourism (General Department of Sports) shall allocate and assign the budget for purchasing equipment to the implementing units in accordance with regulations.

3. Expenditures for purchasing training and competition equipment shall be accounted for in accordance with current regulations.

Article 9. Effective Date

1. This Circular takes effect from May 15, 2012.

2. In the course of implementation, if there are difficulties or obstacles, they should be reported to the Ministry of Culture, Sports and Tourism for study and appropriate amendments and supplements./.
