CIRCULAR

Hguiding criteria for evaluating topics and projects under Cthe national program for technological innovation

until 2020

Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

Pursuant to Decision No. 677/QĐ-TTg dated May 10, 2011 of the Prime Minister approving the National Program for Technological Innovation until 2020;

Pursuant to Circular No. 03/2012/TT-BKHCN dated January 18, 2012 of the Ministry of Science and Technology guiding the management of the National Program for Technological Innovation until 2020;

Considering the proposal of the Director of the Agency for Technology Application and Development;

The Minister of Science and Technology promulgates the criteria for evaluating topics and projects under the National Program for Technological Innovation until 2020,

Article 1. Scope of Regulation and Applicability

Article 1. This Circular sets out the criteria for evaluating topics and projects under the National Program for Technological Innovation until 2020 (hereinafter referred to as the Program).

Article 2. This Circular applies to organizations, individuals, and enterprises related to the management and implementation of topics and projects under the Program.

Article 2. Criteria for Evaluating Topics and Projects Under the Program

Clause 1. The criteria consist of a set of indicators used to evaluate the objectives, contents, results, and level of capability of organizations, enterprises, and individuals implementing topics and projects under the Program.

Clause 2. The criteria for evaluating research and development technology topics are specified in Appendix 1; the criteria for evaluating topics on building the national technology map, establishing technology roadmaps, and innovation roadmaps are specified in Appendix 2; the criteria for evaluating topics on training in technology management, technology governance, and updating new technologies are specified in Appendix 3 attached hereto.

Article 3. Implementation Provisions

Clause 1. The Agency for Technology Application and Development, the Steering Committee of the Program, the Office of National Programs on Science and Technology, and relevant units under the Ministry of Science and Technology shall guide and implement this Circular.

Clause 2. Ministries, sectors, localities shall base on the evaluation criteria for topics and projects and current regulations to guide subordinate organizations, individuals, and enterprises to propose topics and projects, evaluate, select, and directly assign implementation of topics and projects under the Program.

Clause 3. This Circular takes effect 45 days from the date of issuance.

Clause 4. The criteria issued with this Circular shall be reviewed, adjusted, and supplemented periodically to suit the implementation of the Program. In the course of implementation, if any difficulties arise, agencies, organizations, and individuals are requested to promptly reflect them to the Ministry of Science and Technology for study and amendment.
