CIRCULAR

Hconcerning the classification and determination of state management authority in the field of crop productionớguiding the development of regulations on archival work,

 record keeping for agencies and organizations

Article 1. Scope and Applicability

This Circular guides the development of regulations on archival work, record keeping; it applies to Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities, state-owned economic groups, and people's armed forces units (hereinafter referred to collectively as agencies and organizations).

Article 2. Implementation

1. Issued together with this Circular is a model regulation on archival work, record keeping, consisting of three chapters and thirty-eight articles.

2. Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities, state-owned economic groups, and people's armed forces units shall issue their own regulations on archival work, record keeping based on this Circular.

3. The regulation shall be issued with a decision of the agency or organization and shall include appendices to ensure uniformity when implementing the regulation.

Article 3. Implementation Provisions

1. This Circular abolishes Circular No. 260/VTLTNN-NVĐP dated May 6, 2005 of the National Archives and Records Administration guiding the development of regulations on archival work and record keeping for agencies.

2. This Circular takes effect from June 1, 2013.

3. Social organizations, social-professional organizations, and other economic organizations may apply this Circular to develop specific model regulations for their agencies and units.
