Regulations on Standards and Quotas for Basic Interior Equipment of Government Service Housing

Pursuant to the Law on Management and Use of State Property dated June 3, 2008;

WHEREAS, Decree No. 17/2008/NĐ-CP dated February 4, 2008 of the Government stipulates the functions, tasks, powers, and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

The Minister of Construction and the Minister of Finance issue this Joint Circular regulating standards and quotas for basic interior equipment of Government Service Housing.

Article 1. Scope of Regulation and Applicability

This Circular stipulates standards and quotas for basic interior equipment of Government Service Housing, serving leaders of Party and State agencies and central-level political-social organizations.

Article 2. Principles and Basic Interior Equipment for Government Service Housing

1. Principles

a) For cases where apartments without interior equipment are purchased to be arranged as Government Service Housing, basic interior equipment shall be provided. For apartments that already have basic interior equipment when purchased, they shall not be replaced but only supplemented with equipment missing according to Clause 2 of this Article.

b) Interior equipment and furniture for official housing must have a minimum service life of five years.

2. Basic Interior Equipment for Government Service Housing Specific basic interior equipment for Government Service Housing is as follows:

a) Living room: leather sofa set, air conditioner, TV stand, desk and chair set (if necessary) suitable for living room design;

b) Kitchen: dining table set, refrigerator, kitchen cabinet (integrated), gas stove and exhaust hood;

c) Bedroom: air conditioner, two-door wooden wardrobe, bed with mattress suitable in size for space and room area, convenient for use;

d) Common bathroom: washing machine, hot water heater;

e) Private bathroom: hot water heater.

3. Selection of interior equipment must be appropriate to the function, area, and space of each room in the apartment, ensuring economy and efficiency.

Article 3. Standards and Quotas for Financial Expenditure on Basic Interior Equipment for Government Service Housing

1. Maximum financial expenditure for basic interior equipment for Government Service Housing (including installation costs and accompanying accessories) is as follows:

a) Type of Government Service Housing with 1 bedroom and 1 living room has a maximum expenditure of 120 million VND.

b) Type of Government Service Housing with 2 bedrooms and 1 living room has a maximum expenditure of 160 million VND.

c) Type of Government Service Housing with 3 bedrooms and 1 living room has a maximum expenditure of 180 million VND.

2. When market prices for basic interior equipment increase by more than 20% compared to the maximum financial quota specified in Clause 1 of this Article, the Ministry of Construction will consider and decide after receiving a written agreement from the Ministry of Finance.

3. Financial expenditure for purchasing basic interior equipment for Government Service Housing must be budgeted, implemented, and settled according to laws on State Budget. Purchasing must comply with legal regulations, ensuring economy and effectiveness.

Article 4. Effective date

This Circular takes effect from June 10, 2013.
