ISSUING THE CURRICULUM FRAMEWORK FOR DRUG ADDICTION TREATMENT COUNSELING TRAINING PROGRAMS REGARDING DRUG ADDICTION TREATMENT COUNSELING

BASED ON THE DRUG PREVENTION AND CONTROL LAW dated December 9, 2000;

BASED ON THE AMENDMENT AND SUPPLEMENTATION OF CERTAIN PROVISIONS OF THE DRUG PREVENTION AND CONTROL LAW dated June 3, 2008;BASED ON THE GOVERNMENT DECREE NO. 106/2012/NĐ-CP dated December 20, 2012 stipulating functions, tasks, and powers;

BASED ON THE PRIME MINISTER’S DECISION NO. 2596/QĐ-TTg dated December 27, 2013 approving the Project to Reform Drug Addiction Treatment Work in Vietnam until 2020;n and organizational structure of the Ministry of Labor - Invalids and Social Affairs pursuant to Decision No. 12/2013Pursuant to the request of the Director General of the Department of Vocational Education;

BASED ON THE PRIME MINISTER’S DECISION NO. 2187/QĐ-TTg dated December 5, 2014 approving the Implementation Plan for the Project to Reform Drug Addiction Treatment Work;

AT THE REQUEST OF THE DIRECTOR OF THE DEPARTMENT OF SOCIAL EVILS PREVENTION AND CONTROL,letter No. 6034/BNV-TCBC dated January 10

THE MINISTER OF LABOR, INVALIDS AND SOCIAL AFFAIRS ISSUES THIS CIRCULAR ON THE CURRICULUM FRAMEWORK FOR DRUG ADDICTION TREATMENT COUNSELING TRAINING PROGRAMS AS FOLLOWS:ATTACHED TO THIS CIRCULAR IS THE CURRICULUM FRAMEWORK FOR DRUG ADDICTION TREATMENT COUNSELING TRAINING PROGRAMS.

THIS CIRCULAR SHALL TAKE EFFECT FROM JUNE 15, 2016.

Clause 4 of Article 6THE HEAD OF THE MINISTRY’S OFFICE, THE DIRECTOR OF THE DEPARTMENT OF SOCIAL EVILS PREVENTION AND CONTROL, THE HEADS OF UNITS UNDER THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS, DIRECTORS OF PROVINCE AND CITY DEPARTMENTS OF LABOR, INVALIDS AND SOCIAL AFFAIRS, HEADS OF INSTITUTIONS PROVIDING TRAINING IN DRUG ADDICTION TREATMENT COUNSELING, AND OTHER RELATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Circular takes effect from June 15, 2016.

Article 3. The Head of the Ministry's Office, the Director of the Department for Prevention and Control of Social Evils, the Heads of units under the Ministry of Labor, Invalids and Social Affairs, the Directors of Provincial Departments of Labor, Invalids and Social Affairs, the Heads of drug addiction counseling and treatment training facilities, and related organizations and individuals are responsible for implementing this Circular./.
