Regulations on the recovery rate for milling national rice reserve paddy into national rice reserve
to implement the Prime Minister's Decisions

Pursuant to the Law on National Reserves No. 22/2012/QH13 dated November 20, 2012;

Pursuant to the Government's Decree No. 94/2013/NĐ-CP dated August 21, 2013 detailing the implementation of the Law on National Reserves;

Pursuant to the Government's Decree No. 215/2013/NĐ-CP dated December 23, 2013 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the request of the Director General of the State Reserve Administration,

The Minister of Finance issues this Circular regulating the recovery rate for milling national rice reserve paddy into national rice reserve to implement the Prime Minister's Decisions.

Article 1. Scope of Regulation and Applicability

1. Scope of regulation: This Circular regulates the recovery rate for milling national rice reserve paddy into national rice reserve to implement the release according to the Prime Minister's Decisions.

2. Applicability: This recovery rate applies to organizations and individuals involved in milling national rice reserve paddy into national rice reserve.

Article 2. Content of Cost Standards

1. The quality of finished rice after milling national rice reserve paddy must be 20% broken rice and must meet the technical requirements specified in TCVN 5644: 2008 White Rice - Technical Requirements.

2. The recovery rate for milling national rice reserve paddy into finished 20% broken rice after deducting costs (processing fees, inspection, testing, transportation of paddy from the national reserve warehouse to the milling facility, packaging materials for rice, loading of finished rice onto receiving vehicles at the milling facility exit) and the value of by-products after processing.

3. The recovery rate for milling national rice reserve paddy into finished 20% broken rice has the following recovery rates based on the volume of paddy milled into rice:

a) Recovery rate for the four National Food Reserve Bureaus including Ho Chi Minh City, Cuu Long, West South, and East South:

- For paddy stored less than 12 months, it is 66.5%;

- For paddy stored between 12 and 18 months, it is 65.0%.

b) Recovery rate for the remaining National Food Reserve Bureaus:

- For paddy stored less than 12 months, it is 66.5%;

- For paddy stored between 12 and less than 24 months, it is 64.0%;

- For paddy stored between 24 and 30 months, it is 62.5%.

Article 3. Application of Loss Rates

The recovery rate for milling national rice reserve paddy into finished 20% broken rice national reserve stipulated in Article 2 of this Circular shall be applied as the basis for milling national rice reserve paddy into 20% broken rice meeting the standards set out in TCVN 5644: 2008 White Rice - Technical Requirements to implement the release according to the Prime Minister's Decisions.

Article 4. Organization of Implementation

1. This Circular takes effect from March 1, 2016.

2. The Director of the State General Reserve Administration and heads of related units are responsible for implementing this Circular./.
