CIRCULAR

Issuing National High School Examination Regulations and Graduation Certification Procedures

and recognizing secondary school graduation

Pursuant to the Education Law dated June 14, 2005; the Law Amending and Supplementing Certain Provisions of the Education Law dated November 25, 2009;

Pursuant to the Higher Education Law dated June 18, 2012;

Pursuant to Decree No. 123/2016/ND-CP dated September 1, 2016 of the Government stipulating functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding implementation of certain provisions of the Education Law; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending point b Clause 1 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding implementation of certain provisions of the Education Law;

At the proposal of the Director of the Examination Center for Quality Assurance in Education,

The Minister of Education and Training issues this Circular on National High School Examination Regulations and Graduation Certification Procedures.

Article 1. This Circular annexes the National High School Examination Regulations and Graduation Certification Procedures.

Article 2. This Circular takes effect from March 10, 2017.

This Circular replaces Circular No. 02/2015/TT-BGDĐT dated February 26, 2015 of the Minister of Education and Training on issuing National High School Examination Regulations and Circular No. 02/2016/TT-BGDĐT dated March 10, 2016 of the Minister of Education and Training amending certain provisions of National High School Examination Regulations issued pursuant to Circular No. 02/2015/TT-BGDĐT dated February 26, 2015 of the Minister of Education and Training.

Article 3. The Director of the Office, the Director of the Educational Testing and Quality Assurance Department, Heads of relevant units under the Ministry of Education and Training; Chairpersons of Provincial People's Committees directly under the Central Government; Chief of General Staff of the Vietnam People's Army; Directors of educational institutions under the Ministry of National Defense; Deputy Chiefs of Political Security Branch, Ministry of Public Security; Rectors of universities and academies; Principals of university high schools; Principals of colleges with teacher training majors; Principals of boarding secondary schools for ethnic minorities directly under the Ministry of Education and Training are responsible for implementing this Circular./.
