Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Based on Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
The Minister of Culture, Sports and Tourism issues this Circular regulating
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular to regulate material infrastructure, equipment, and training of specialized staff for the sport of Billiards & Snooker.
Article 1. Scope of Regulation
1. This Circular regulates material infrastructure, equipment, and training of specialized staff to meet the requirements for practicing and competing in the sport of Billiards & Snooker.
2. The standards for material infrastructure and equipment for high-performance sports training and competition in the sport of Billiards & Snooker shall be implemented in accordance with Article 43 of the Law on Physical Education and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing training, competition, and specialized staff training for the sport of Billiards & Snooker in Vietnam.
Article 3. Material Infrastructure and Equipment
1. The area where the tables are placed must have a roof, with a distance from the edge of the table to the wall being at least 1.5 meters, and the distance between tables being at least 1.2 meters.
2. The facility organizing training and competition in Billiards & Snooker must have at least one of the following types of tables:
a) Snooker table: Length of the playing surface 3.569 meters (tolerance from 3.556 meters to 3.582 meters), width of the playing surface 1.778 meters (tolerance from 1.765 meters to 1.791 meters). Height from the floor to the top of the rail of the table is from 85 millimeters to 88 millimeters;
b) Pool table: Length of the playing surface 2.54 meters (tolerance from 2.537 meters to 2.543 meters), width of the playing surface 1.27 meters (tolerance from 1.267 meters to 1.273 meters). Height from the floor to the top of the rail of the table is from 74 millimeters to 79 millimeters;
c) Carom table: Includes large and small tables. Length of the large table's playing surface 2.84 meters (tolerance from 2.835 meters to 2.845 meters), width of the large table's playing surface 1.42 meters (tolerance from 1.415 meters to 1.425 meters). Length of the small table's playing surface 2.54 meters (tolerance from 2.535 meters to 2.545 meters), width of the small table's playing surface 1.27 meters (tolerance from 1.265 meters to 1.275 meters). Height from the floor to the top of the rail of the table is from 75 millimeters to 80 millimeters.
3. The table surface must ensure flatness and be covered with appropriate cloth or felt for each type of table.
4. There must be balls suitable for each type of table.
5. There must be cues, bridges, racks, cue stands, and scoreboards.
6. Lighting at points on the table surface and rails must be at least 300 lux.
7. In cases where lights are designed for each table, the distance from the lowest point of the light to the table surface must be at least 1 meter.
8. There must be an emergency medical kit according to the regulations of the Ministry of Health; there must be changing rooms, storage areas, and restrooms.
9. There must be a code of conduct signboard specifying the main contents: Training hours, participants in training, those not allowed to participate in training, safety measures during training.
1. The General Department of Physical Education and Sports, National Social Organization for Billiards & Snooker, or Provincial Departments of Culture, Sports and Tourism organize professional training for instructors in the sport of Billiards & Snooker.
2. The General Department of Physical Education and Sports is responsible for developing the content and program for professional training of instructors in the sport of Billiards & Snooker, to be decided by the Minister of Culture, Sports and Tourism.
3. The certificate of professional training for instructors in the sport of Billiards & Snooker is issued by the organization conducting the training. The format of the certificate is specified in the Appendix attached to this Circular.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.
3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.
Article 6. Effectiveness
1. This Circular takes effect from March 15, 2018.
2. Circular No. 15/2010/TT-BVHTTDL dated December 31, 2010 of the Minister of Culture, Sports and Tourism regulating the conditions for operation of facilities organizing activities in Billiards & Snooker shall cease to be effective from the date this Circular takes effect. During implementation, if any difficulties arise, please promptly report them to the Ministry of Culture, Sports and Tourism for study and timely resolution.
