The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on emergency response to toxic chemical incidents issued together with Decision No. 26/2016/QĐ-TTg dated July 1, 2016 of the Prime Minister.

||| Pursuant to the Law on Organization of the Government dated June 19, 2015;

The Government issues this Decree amending and supplementing the list of narcotic substances and precursors promulgated together with Decree No. 57/2022/NĐ-CP dated August 25, 2022 of the Government stipulating the lists of narcotic substances and precursors.

Pursuant to the Law on Marine Resources, Environment, and Islands dated June 25, 2015;

At the proposal of the Minister of Industry and Trade;

Article 1. Amending and supplementing certain provisions of the Regulation on emergency response to toxic chemical incidents issued together with Decision No. 26/2016/QĐ-TTg dated July 1, 2016 of the Prime Minister

1. Clause 2 of Article 6 is amended as follows:

"2. The People's Committee of the province shall be responsible for developing the Provincial Emergency Response Plan for Toxic Chemical Incidents, submitting it to the Ministry of Industry and Trade for approval, except for the Emergency Response Plans for Toxic Chemical Incidents at sea which shall be implemented according to Clause 6 of Article 56 of the Law on Marine Resources, Environment, and Islands dated June 25, 2015."

2. The list of toxic chemicals attached to Decision No. 26/2016/QĐ-TTg is amended and supplemented as follows:

a) Oxygen at item number 27 is removed from the list.

b) Mercury and mercury compounds, with a storage threshold of 1 kg, are added to the list.

1. This Decision takes effect from February 28, 2020.

Article 2. Effectiveness and responsibility for implementation

2. The Chairman of the National Steering Committee for Disaster Prevention and Control, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial People's Committees, and municipal People's Committees directly under the central government are responsible for implementing this Decision./.

The Chairman of the National Steering Committee for Disaster Response, Search and Rescue, ministers, heads of ministerial-level agencies, heads of governmental agencies, Chairmen of provincial People's Committees under the central government shall be responsible for implementing this Decision./.
