CIRCULAR
Regulations on Reporting System for Statistics in the Information and Communications Industry
Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to the Government Decree No. 47/2020/NĐ-CP dated April 9, 2020 on management, connection, and sharing of digital data of state agencies;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

The Minister of Information and Communications issues this Circular to regulate the Reporting System for Statistics in the Information and Communications Industry
Article 1. Scope of Regulation
This Circular regulates the Reporting System for Statistics in the Information and Communications Industry, including the content of the reporting system for statistics; guidance on compiling and submitting statistical reports; responsibilities for implementation and application of information technology in implementing the reporting system for statistics.
Article 2. Applicability
1. Units under and directly affiliated with the Ministry of Information and Communications.
2. Provincial Departments of Information and Communications, provincial Departments of Culture, Sports and Tourism in Bac Lieu Province.
3. Agencies, organizations, enterprises operating in postal services, telecommunications, information technology and communications, and individuals related to the Reporting System for Statistics in the Information and Communications Industry.
Article 3. Content of the Reporting System for Statistics in the Information and Communications Industry
1. The Reporting System for Statistics in the Information and Communications Industry includes: list of report forms, forms and explanations of report forms, guidelines for compiling and submitting reports for each specific field as follows:
e) Press and Communication sector: Detailed in Appendix VI.
2. Reporting units
Reporting units are organizations and enterprises operating in the Information and Communications industry, provincial Departments of Information and Communications, provincial Departments of Culture, Sports and Tourism in Bac Lieu Province, relevant departments, bureaus, and units directly affiliated with the Ministry. The reporting unit is recorded at the top right corner of each form. The agency or unit responsible for reporting must record the name of the agency or unit in this position.
3. Receiving units for statistical reports
The receiving units for statistical reports are specified in detail in the report forms in the appendices. The receiving unit is specifically recorded at the top right, below the reporting unit's line on each form.
4. Periods for Statistical Reports
a) Monthly statistical reports are calculated from the first day of the month until the last day of the month;
b) Quarterly statistical reports are calculated from the first day of the first month of the quarter until the last day of the quarter;
c) Six-month statistical reports are calculated from January 1st until June 30th;
d) Annual statistical reports are calculated from January 1st until December 31st of the year;
đ) Other statistical reports: Statistical reports with reporting periods and deadlines are specified in each report form.
5. Deadline for Receiving Statistical Reports
The deadline for receiving reports is specified in detail at the top left corner of each form.
6. Methods for Submitting Statistical Reports
Reports are carried out in digital form, authenticated by the electronic signature of the representative of the unit preparing the report, or by other appropriate authentication methods.
7. Information about the person executing
The person executing is someone from the unit preparing the statistical report, who directly compiles and prepares the form or checks the form. Full information about the person executing must be recorded, including full name, position, telephone number, email address.
Article 4. Organization of Implementation
1. Responsibilities of units under the Ministry of Information and Communications
a) The Department of Planning and Finance takes the lead, coordinating with relevant units to guide and implement. It aggregates data to build national statistical reports within the Ministry's responsibility as prescribed. It serves as the focal point to organize coordination for relevant specialized units within the Ministry to work together, collect information and data shared by ministries, agencies equivalent to ministries, and government agencies to prepare report forms as stipulated in this Circular.
b) The Bureau of Informationization leads, coordinating with relevant units to develop, improve, and maintain the infrastructure and technology for the information statistics system in the Information and Communications industry to support the implementation of the Reporting System, collection, updating, processing, aggregation, storage, management of data and information statistics in the Information and Communications industry.
c) The Office of the Ministry leads, coordinating with relevant specialized units in collecting, exploiting, and using information and data from reports to serve management, direction, and operation by the Ministry's leadership. It coordinates with the Bureau of Informationization to ensure the operation of the information statistics system in the Information and Communications industry.
d) Relevant specialized units directly under the Ministry are responsible for collecting and aggregating data for assigned indicators in the Indicator System and Reporting System for Statistics in the Information and Communications Industry, providing data to the Office of the Ministry and the Department of Planning and Finance as prescribed. They coordinate in operating and exploiting the information statistics system according to their authority to fulfill reporting requirements.
2. Provincial Departments of Information and Communications, provincial Departments of Culture, Sports and Tourism in Bac Lieu Province are responsible for collecting and aggregating statistical information and data in their respective areas and providing them to specialized management departments under the Ministry of Information and Communications as prescribed. They coordinate in operating and exploiting the information statistics system according to their authority to fulfill reporting requirements.
3. Organizations and enterprises operating in postal services, telecommunications, information technology and communications are responsible for organizing the full, truthful, and timely implementation of reports for all indicators specified in the prescribed forms.
Article 5. Implementation funds
1. The implementation costs for the Statistical Reporting System of the Information and Communications sector shall be allocated from the regular expenditure budget in accordance with the laws on state budget.
2. Investment, operation, and exploitation costs for the Information Technology Infrastructure, the Statistical Information System of the Information and Communications sector shall be allocated from the investment and regular expenditure budgets in accordance with the laws on public investment, state budget, information technology, and other relevant laws.
Article 6. Effectiveness
1. This Circular takes effect from August 15, 2022, replacing Circular No. 10/2018/TT-BTTTT dated June 29, 2018, issued by the Minister of Information and Communications on the Statistical Reporting System of the Information and Communications sector.
2. During the implementation process, if there are any difficulties, organizations and individuals concerned shall submit their opinions to the Ministry of Information and Communications (Department of Planning and Finance) in writing or via email to [email protected] for timely consideration, guidance, and resolution.
