- Organizations and individuals producing, importing construction materials goods must comply with Technical Regulation QCVN 16:2023/BXD from January 1, 2024 (Article 2).
- Technical Regulation QCVN 16:2019/BXD is abolished from the date the new regulation comes into effect (Article 3).
- Organizations and individuals who have been granted Compliance Certificate in accordance with QCVN 16:2019/BXD may continue to use the Certificate and compliance mark until the expiry date of the Certificate (Article 4.1).

Issuing National Technical Regulations
on construction materials products and goods
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006; qJune 1, 2007 Government Decree detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No.Decision No. 127/2007/NĐ-CPday 01 the 8 year 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Article 24quy chuẩn kỹ thuật;

The Minister of Construction issues this Circular promulgating National Technical Regulations on construction materials products and goods..
Article 1. Attached to this Circular is the National Technical Regulation QCVN 16:2023/BXD on construction materials products and goods.
Article 2. The National Technical Regulation QCVN 16:2023/BXD shall take effect from January 1, 2024.
Article 3. Abolish the National Technical Regulation QCVN 16:2019/BXD on construction materials products and goods issued together with Circular No. 19/2019/TT-BXD dated December 31, 2019 of the Minister of Construction.
Article 4. Transitional Provisions
1. For organizations and individuals producing, importing construction materials goods that have been granted Conformity Certificates in accordance with the National Technical Regulation QCVN16:2019/BXD and such certificates are still valid, they are permitted to use the Conformity Certificate and Conformity Mark until the expiry date of those certificates.
2. For organizations designated for conformity assessment and testing of construction materials products according to the National Technical Regulation QCVN 16:2019/BXD, they are permitted to continue performing conformity assessment and testing for construction materials products listed in the designation decision and included in the product list under the National Technical Regulation QCVN 16:2023/BXD until the expiry date of the designation decision.
3. In cases where the designation decision expires during the period between the issuance and the effectiveness of this regulation, the activities of conformity assessment and testing may be extended until the effective date of this regulation./.
