After offering incense, they return to their positions and listen to the reading of the tribute speech.
5. Reading the tribute speech.
The Organizing Committee reads the tribute speech, which praises the contributions and sacrifices of President Ho Chi Minh, prominent leaders, cultural figures, and martyrs for the independence and freedom of the country, recalls glorious traditions, and pledges to strive, study, train, and implement.
6. Paying tribute:
After reading the tribute speech, the officer in charge of the ceremony commands: "Attention; the minute of silence begins," and plays the appropriate music for the occasion, such as "Leader's Song" when paying tribute to President Ho Chi Minh, "Soul of the Martyr" when paying tribute to leaders, cultural figures, and martyrs. In cases where the funeral involves more than five deceased officers or soldiers, only the phrase "Deeply mourn the comrades who sacrificed their lives on duty on... day... month... year..." or "Deeply mourn the comrades who sacrificed their lives on duty on... day... month... year..." is recorded.
b) The altar is placed in front and center of the background, under the memorial platform; on the altar, there is a photo of the deceased officer or soldier measuring 40 cm (centimeters) x 30 cm (centimeters), a medal rack, an incense burner, and a lamp. In cases where the funeral involves two or more deceased officers or soldiers, the photos and medal racks of the deceased officers or soldiers are placed on a smaller altar below the coffin.
c) The coffin covered with a Police flag (dimensions 300 cm (centimeters) x 200 cm (centimeters)) is placed on a support in the center of the memorial platform, head facing towards the memorial platform; in cases where the funeral involves two or more deceased officers or soldiers, based on the priority order, looking down from the viewing stand to the hall. Coffin number 1 is placed at the center, above the memorial platform, to the right of the second priority coffin, to the left of the third priority coffin, arranged in order from right to left, until one or more rows are formed, ensuring the number of coffins fits the area of the memorial platform or the venue for the funeral."
4. Amending and supplementing Points a, b, c, and d of Clause 2 of Article 84 as follows:
"a) Covering with the Police Flag
Five minutes before organizing the mourning ceremony, two officers or soldiers cover the Police Flag, the covering action is performed as follows:
From the assembly position (at the rear of the funeral guard formation), two officers and soldiers form a single line and march solemnly at a pace of 80 steps per minute towards the funeral guard. Facing the stage, number 1 walks on the right side (with hand salute), number 2 walks on the left side with both hands holding the folded National Security Flag, upper arms close to the body, lower arms perpendicular to the upper arms, palms facing up, fingers tightly gripping the flag. Upon reaching the center of the coffin, they stop and perform a right (left) turn, facing the coffin. Number 2 gently places the National Security Flag on the lid of the coffin; number 1 and number 2 coordinate to grasp the outer edges of the flag with both hands, simultaneously taking a step back to stretch and unfold the flag, ensuring it is fully spread out and parallel to the surface of the coffin. They adjust the flag to be neatly aligned while covering the coffin. If the coffin has a viewing window, number 2 ensures that the top edge of the phrase "Protecting National Security" is approximately 15 cm below the bottom edge of the window. In cases where there is no viewing window, the flag completely covers the coffin. After completion, they perform a right (left) turn and march solemnly back to their original positions. For funerals involving two or more officers and soldiers, the funeral guard commander arranges for each coffin to have two officers and soldiers to cover the National Security Flag, marching solemnly at a pace of 80 steps per minute. The action of covering the National Security Flag at each coffin is performed simultaneously according to the command of the funeral guard commander.
b) Funeral visitation:
The organizing committee of the funeral announces the decision to establish the organizing committee of the funeral; informs the time for the visitation, memorial service, funeral procession, and burial or cremation, or electric cremation.
At the designated visitation time, when all funeral service forces and attendees are in their assigned positions, the organizing committee of the funeral announces "The visitation ceremony for Comrade (rank, name) begins" or "The visitation ceremony for the martyrs (or officers and non-commissioned officers) who sacrificed their lives on duty on... month... year... begins."
Introduce the delegations entering to pay respects in order.
Each delegation enters to pay respects in the following formation: Two officers and soldiers carrying flowers lead; followed by the Head of the Delegation; members of the delegation walk in one or multiple vertical rows. An officer leading the visitation walks slightly behind and to the right of the Head of the Delegation.
When the delegation enters to pay respects, the two officers and soldiers carrying flowers stand ready, facing the wreath towards the delegation, announcing "Presenting the wreath." Then they turn the wreath around and march solemnly at a pace of 80 steps per minute ahead of the delegation to the place of paying respects.
Upon reaching the place of paying respects, the two officers and soldiers carrying flowers stop, coordinate to rotate and place the wreath on the wreath stand, face the wreath towards the delegation, adjust it neatly, then turn around and stand evenly on both sides. The officer leading the visitation guides the delegation to form a horizontal row. Members of the delegation follow the guidance to stand solemnly, arranging in one or multiple horizontal rows based on the number of visitors. The Head of the Delegation stands in the middle of the first row, the officer leading the visitation stands to the right of the delegation. The officer leading the visitation invites the Head of the Delegation to light incense; after lighting the incense, the Head of the Delegation returns to his position. For funerals involving two or more officers and soldiers, the organizing committee of the funeral decides based on actual conditions whether to allow the Head of the Delegation or members of the delegation to light incense collectively or individually for each fallen officer and soldier.
Moment of silence: Once the delegation has stabilized its formation, the sound controller plays the music "Soul of the Fallen Soldier." If there is a Police Force Funeral Band, they play "Soul of the Fallen Soldier." Upon hearing this music, everyone in the delegation observes a moment of silence. Officers and soldiers in police uniforms perform a salute, looking at the coffin, while those in civilian clothes slightly bow their heads and look down. When the music stops, the moment of silence ends. If there is no music, the officer leading the visitation calls out "Moment of silence begins," and at the end of the moment of silence, he calls out "End."
After the moment of silence, the officer leading the visitation guides the delegation to form a single vertical row in the following order: Head of the Delegation, followed by other members of the delegation. The officer leading the visitation walks on the right side of the Head of the Delegation, circling from the right side of the coffin (inside the officers on duty) to the head of the coffin, performing a salute. For funerals involving two or more officers and soldiers, the organizing committee of the funeral guides the delegation based on actual conditions to either circle around the coffin or salute in front of a small altar, then proceed to the location of the family of the deceased to offer condolences, and finally exit the visitation area; the Head of the Delegation records the condolence book.
c) Memorial Service:
At the designated time for the memorial service, the organizing committee of the funeral invites leaders, members of the organizing committee of the funeral, delegations attending the funeral, and ceremonial units to their respective positions for the memorial service.
Once everyone is in their stable positions, the organizing committee of the funeral declares "The memorial service for Comrade (rank, name) begins" or "The memorial service for the martyrs (or officers and non-commissioned officers) who sacrificed their lives on duty on... month... year... begins." Following this, they invite the Head of the Organizing Committee of the Funeral to read the eulogy. For funerals involving two or more officers and soldiers, the Head of the Funeral reads the eulogy in order of rank, grade, and age. After reading the eulogy, the Head of the Organizing Committee of the Funeral declares "Moment of silence begins" and performs a salute towards the coffin.
The sound controller plays the music "Soul of the Fallen Soldier"; if there is a Police Force Funeral Band, they play "Soul of the Fallen Soldier."
The honor guard performs the salute with rifles. All attendees of the memorial service stand solemnly and observe a moment of silence; officers and soldiers in police uniforms perform a salute. Upon the conclusion of the music "Soul of the Fallen Soldier," representatives cease observing the moment of silence, and the honor guard ceases the salute.
A representative of the organizing committee of the funeral or a representative of the family delivers a speech of gratitude.
The Funeral Committee announces: "The farewell ceremony for Comrade (rank, name) has concluded," or "The farewell ceremony for烈士(或军官、士官)在执行任务时于...月...日牺牲的同志们已结束," followed by inviting leaders, representatives, delegations, and family members to rest on site for five minutes and prepare for the transfer of the body to the funeral vehicle. If present, the ceremonial band, Honor Guard, and rifle bearers leave their positions. The working teams carry out their tasks according to regulations.
d) Funeral procession
Transfer the coffin onto the funeral vehicle: The ceremonial team and the funeral convoy form up according to regulations; police honor guards fold the police flag over the coffin; two officers carry the portrait and medal stand to positions in front of the coffin to lead it; the pallbearers lift the coffin onto and off the vehicle, with representatives and the Funeral Committee possibly participating in carrying the coffin. In cases where the funeral involves two or more officers who have died, the coffins are carried onto the funeral vehicle in order of priority based on rank, grade, and age.
When the coffin is carried out, the order following the coffin is the family, leaders, then representatives and delegations. At the funeral vehicle, place the coffin onto the vehicle or trailer. Officers carrying the portrait and medal stand load them onto the police flag-carrying vehicle. For the funerals of warrant officers, non-commissioned officers, and soldiers without a police flag-carrying vehicle, they carry the portrait and medal stand (if any) onto the coffin-carrying vehicle. The flower and incense-bearing team loads flowers and incense onto the vehicle according to regulations. Leaders, family members, representatives, and relatives board the funeral vehicles.
Funeral procession: Once the coffin is placed on the coffin-carrying vehicle (or trailer), and all forces are prepared, the Funeral Committee orders the funeral convoy to depart, with the following order of vehicles: Command vehicle of the Funeral Committee; police flag, portrait, and medal-carrying vehicle; honor guard vehicle; band-carrying vehicle (if any); flower-carrying vehicle; coffin-carrying vehicle (or trailer); family vehicle; leader vehicle; unit representative and delegate vehicle; Funeral Committee vehicle.
The speed, route, and distance of the funeral vehicles are determined by the Funeral Committee, but must ensure that the route from the mourning venue to the burial or cremation site is the most reasonable. No processions of portraits through residential areas shall be conducted. Special circumstances are decided by the leadership of the Ministry of Public Security.
