CIRCULAR
ISSUING THE SPECIALIZED BUDGET ESTIMATE STANDARDS
FOR CONSTRUCTION OF IRRIGATION WORKS AND DYKE PROJECTS
Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Law on Construction dated June 18, 2014; the Law Amending and Supplementing Certain Provisions of the Law on Construction dated June 17, 2020;
BASED ON THE GOVERNMENT DECREE NO. 10/2021/NĐ-CP OF FEBRUARY 9, 2021 ON MANAGEMENT OF INVESTMENT COSTS IN CONSTRUCTION; THE GOVERNMENT DECREE NO. 35/2023/NĐ-CP OF JUNE 20, 2023 AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF DECREES UNDER THE MINISTRY OF CONSTRUCTION'S ADMINISTRATIVE FIELD;
AT THE REQUEST OF THE DIRECTOR OF THE DEPARTMENT OF IRRIGATION WORKS MANAGEMENT AND CONSTRUCTION;
THE MINISTER OF AGRICULTURE AND ENVIRONMENT ISSUES THIS CIRCULAR ON THE SPECIALIZED BUDGET ESTIMATE STANDARDS FOR CONSTRUCTION OF IRRIGATION WORKS AND DYKE PROJECTS.
Article 1. ATTACHED TO THIS CIRCULAR ARE THE SPECIALIZED BUDGET ESTIMATE STANDARDS FOR CONSTRUCTION OF IRRIGATION WORKS AND DYKE PROJECTS.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM AUGUST 1, 2025.
Article 3. Transitional Provisions
THE TRANSITION TO APPLY THE BUDGET ESTIMATE STANDARDS ISSUED IN THIS CIRCULAR SHALL BE IMPLEMENTED IN ACCORDANCE WITH THE PROVISIONS OF CLAUSE 8, ARTICLE 44 OF THE GOVERNMENT DECREE NO. 10/2021/NĐ-CP OF FEBRUARY 9, 2021 ON MANAGEMENT OF INVESTMENT COSTS IN CONSTRUCTION.
Article 4. ORGANIZATIONS AND INDIVIDUALS INVOLVED IN DETERMINING AND MANAGING COSTS OF CONSTRUCTION INVESTMENT PROJECTS AS PROVIDED FOR IN THE GOVERNMENT DECREE NO. 10/2021/NĐ-CP OF FEBRUARY 9, 2021 ON MANAGEMENT OF INVESTMENT COSTS IN CONSTRUCTION AND ANY AMENDING OR REPLACING DOCUMENTS (IF ANY) SHALL BE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.
