CIRCULAR
Regulations on economic and technical characteristics of labor dispatch services to work abroad under contract and intermediary services for such dispatch
Based on the Law on Vietnamese Laborers Working Abroad Under Contract No. 69/2020/QH14;
Based on the Law on Prices No. 16/2023/QH15;
Based on Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government, detailing certain provisions of the Law on Prices;
Based on Decree No. 25/2025/NĐ-CP dated February 21, 2025 of the Government, on the functions, powers, and organizational structure of the Ministry of Home Affairs;
In accordance with the request from the Director of the Overseas Labor Management Department,
The Minister of Home Affairs promulgates this Circular to regulate economic and technical characteristics of labor dispatch services to work abroad under contract and intermediary services for such dispatch, which are subject to maximum government pricing as provided in Clause 2, Paragraph 2, Article 28 of Decree No. 85/2024/NĐ-CP.
Article 1. Scope of Application and Applicable Subjects
1. This Circular regulates the economic and technical characteristics of labor dispatch services to work abroad under contract and intermediary services for such dispatch, which are subject to maximum government pricing as provided in Paragraph 2, Clause 28, Decree No. 85/2024/NĐ-CP.
2. This Circular applies to Vietnamese governmental agencies, organizations, enterprises, and individuals involved in labor dispatch services to work abroad under contract.
Article 2. Economic and Technical Characteristics of Labor Dispatch Services to Work Abroad Under Contract and Intermediary Services for Such Dispatch
1. The economic and technical characteristics of labor dispatch services to work abroad under contract, which are subject to maximum government pricing, are specified in Appendix I attached hereto.
2. The economic and technical characteristics of intermediary services for such dispatch, which are subject to maximum government pricing, are specified in Appendix II attached hereto.
Article 3. Effective Date
1. This Circular takes effect from May 15, 2026.
2. The Deputy Director General of the Ministry, heads of units under and directly affiliated with the Ministry of Home Affairs; governmental agencies, organizations, enterprises, and individuals concerned are responsible for implementing this Circular.
In the course of implementation, if any difficulties arise, please promptly report to the Ministry of Home Affairs for consolidation and resolution./.
