OF THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS
Guidelines on the subsidy regime for households relocating to islands
Organizing relocation to establish livelihoods on islands is an important task aimed at implementing labor distribution, exploiting economic potential in coastal areas, and contributing to protecting marine environmental resources and national security.
Implementing Decision No. 773/TTg dated December 21, 1994 of the Prime Minister regarding the program for utilizing degraded land, riverbank, and coastal areas, and surface water in delta regions.
Implementing Decree No. 96/CP dated December 7, 1993 of the Government concerning the functions, tasks, authorities, and organizational structure of the Ministry of Labor, Invalids and Social Affairs.
After reaching consensus with the Ministry of Finance, the Ministry of Labor, Invalids and Social Affairs provides guidelines on the subsidy regime for households relocating to islands as follows:
Article 1. Scope of Application:
This applies to islands that have a need for residents to settle permanently, with approved development projects (referred to collectively as new economic development projects on islands) and included in the state investment plan.
2. Recipients of Subsidies:
The recipients eligible for subsidies include:
- Households (with a minimum of two workers proficient in maritime occupations) who voluntarily relocate to islands to engage in business and reside there long-term under programs and projects.
- Young volunteers participating in economic construction; military personnel and officials completing their mandatory service and willing to remain on the island or form families and live there long-term.
- Both types of recipients mentioned above must be recorded in the annual relocation plan.
3. Subsidy Levels:
3.1. Departure Location: Recipients of subsidies shall be entitled to the following:
- Transportation costs for persons and luggage (maximum 300 kg per household) will be reimbursed.
In places where public transportation is available, reimbursement will be based on the transportation fare set by the transport sector. In areas without public transportation, reimbursement will be based on the contracted fare for individual trips arranged by the transport agency.
- Subsidies for food allowance, preventive medicine, and initial hardship assistance are as follows:
+ For islands within 50 nautical miles from the mainland, the subsidy level is 1,200,000 dong per household for intra-provincial relocation; 1,300,000 dong per household for inter-provincial relocation.
+ For islands more than 50 nautical miles from the mainland, the subsidy level is 1,600,000 dong per household for intra-provincial relocation; 1,700,000 dong per household for inter-provincial relocation.
3.2. On the Island:
- Food rations for one year (12 months) will be provided, averaging 15 kg per person per month starting from the date of arrival on the island.
The price of rice (retail price in the island area) will be annually determined by the Ministry of Labor, Invalids and Social Affairs and the Ministry of Finance.
- Funding will be provided to construct a three-story house with a total construction area of 30 square meters (24 square meters for living space, 6 square meters for ancillary facilities) and a water storage tank, according to the basic construction cost unit price specified by the local People's Committee (province or city) with islands.
- Land for residential and production purposes will be allocated according to the actual land conditions on each island and current regulations.
- Loans from the State Budget (under Program 773 or other programs) will be provided for household family economic development, with a minimum loan amount of 5 million dong per household and a maximum of 10 million dong per household. In areas establishing fishing fleets, support loans will be provided to build fishing vessels with a power range of 45 to 60 horsepower and purchase fishing gear from State Budget sources within the framework of the annual State Budget plan. The loan amount and repayment period will be decided by the Chairman of the Provincial (city) People's Committee.
3.3. Common Expenses (allocated to the implementing agencies):
- Common expenses will be twice the level stipulated in Section III, Point 4, Circular No. 07/LDTBXH dated May 12, 1993 of the Ministry of Labor, Invalids and Social Affairs.
4. Management and Distribution System:
The management and distribution system of funds shall be implemented as per Circular No. 07/LDTBXH dated May 12, 1993 of the Ministry of Labor, Invalids and Social Affairs.
This circular takes effect from the date of issuance. Any issues encountered during implementation should be promptly reported to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.
